Mayor Jensen called the council meeting to order on September 20, 2021, at 7:00 pm in
City Hall.
Present: Mayor Jensen, Administrator Jackson, Attorney Larson
Council Members: Ostrem, Phillips, Solberg, O’Connor and Sporleder
Absent: None

Mayor Jensen opened the public hearing. With no public comment, Mayor Jensen
closed the public hearing.

A) RESOLUTION NO. 21-77 – APPROVING THE SALE OF CITY OWNED
REAL ESTATE TO TNL DEVELOPMENT, LLC AND AUTHORIZING
THE MAYOR AND CITY CLERK TO EXECUTE A DEED FOR SAME
Motion by Sporleder, seconded by O’Connor, to approve
Resolution No. 21-77 – Approving the Sale of City Owned Real
Estate to TNL Development, LLC and Authorizing the Mayor and
City Clerk to Execute a Deed for Same

D) RESOLUTION NO. 21-80 – APPROVING A NEW PERMANENT PUBLIC
UTILITY EASEMENT AND AUTHORIZING AND DIRECTING THE

Administrator Jackson presented information on the need for a utility easement on
Outlot Z.
Motion by Sporleder, seconded by O’Connor, to approve Resolution No. 21-80 –
Approving a New Permanent Public Utility Easement and Authorizing and
Directing the Mayor and City Clerk to Execute and Record Same

E) RESOLUTION NO. 21-81 – AUTHORIZING AND APPROVING A LOAN
AGREEMENT, PROVIDING FOR THE ISSUANCE OF A $510,000
GENERAL OBLIGATION FIRE TRUCK ACQUISITION NOTE, SERIES
2021B AND PROVIDING FOR THE LEVY OF TAXES TO PAY THE
SAME
Administrator Jackson reviewed information for the council about the payment
terms and financial agreement with the township for this loan.
Motion by O’Connor, seconded by Solberg, to approve Resolution No. 21-81 –
Authorizing and Approving a Loan Agreement, providing for the issuance of a
$510,000 General Obligation Fire Truck Acquisition Note, Series 2021B and
Providing for the Levy of Taxes to Pay the Same

F) RESOLUTION NO. 21-82 – APPROVING AMENDMENT #1 TO THE 28E

authority.

Approving Amendment #1 to the 28E Agreement to the South Skunk River
Watershed Management Authority
