MINUTES OF THE PLAN COMMISSION PLAN COMMISSION MEETING Tuesday, August 13, 2024 CITY COUNCIL CHAMBERS – 6:00 P.M. CALL TO ORDER: Daniel Danko, Chairman, called the meeting to order at 6:00 P.M. ROLL CALL: Member present: Dean Chalkey, Harry Godfrey, Jason Telford, and Chairman Daniel Danko. Members absent: Scott Scheuer, Theresa Solon Wargo, and Jeanette Strabala. Staff present: Jeremy Palm, City Engineer and Patricia Henderson, City Clerk. MINUTES: Approval of the minutes of the regular meeting on July 9, 2024. Chairman Danko requested a motion and second to approve the minutes from the July 9, 2024 meeting MOTION: Chalkey made a motion to approve the minutes; seconded by Godfrey. ROLL: Ayes: Chalkey, Godfrey, and Chairman Danko. Abstain: Telford. Absent: Scheuer, Solon Wargo, and Strabala. PUBLIC COMMENTS: There were none. NEW BUSINESS: 1. PUBLIC HEARING REGARDING A CHANGE IN ZONING AND AMENDMENT OF THE DISTRICT ZONING MAP FOR PROPERTY AT 600 N. VERMILLION STREET IN THE CITY OF STREATOR, ILLINOIS, ILLINOIS, FROM “R-1b” SINGLE FAMILY RESIDENTIAL TO “M-1” LIGHT MANUFACTURING ZONING DISTRICT UNDER THE PROVISIONS OF THE STREATOR MUNICIPAL CODE OF ORDINANCES ZONING CODE TITLE 17 Chairman Danko requested a motion and second to open the Public Hearing. MOTION: Godfrey made a motion to open the Public Hearing; seconded by Chalkey. ROLL: Ayes: Chalkey, Godfrey, Telford, and Chairman Danko. Absent: Scheuer, Solon Wargo, and Strabala. COMMENTS: Jeremy Palm, City Engineer, presented this item to the Plan Commission, reporting on three lots at Vermillion and Broadway streets that were zoned residential. He introduced the petitioner, Charles Egger, to speak to the Commissioners. He would like to construct a new contractor facility on the south lot and put up a 50’X60’ building. The north lot would remain zoned residential and the two south lots would be rezoned for use of the contractor’s business. Commissioners wanted to ensure that the lots would be enclosed by code and the petitioner ensured the Commission they would be enclosed by code. Chairman Danko requested a motion and second to close the Public Hearing. MOTION: Godfrey made a motion to close the Public Hearing; seconded by Chalkey. ROLL: Ayes: Chalkey, Godfrey, Telford, and Chairman Danko. Absent: Scheuer, Solon Wargo, and Strabala. 2. PLAN COMMISSION RECOMMENDATION 2024-10. RECOMMENDING APPROVAL OF A CHANGE IN ZONING AND AMENDMENT OF THE DISTRICT ZONING MAP FOR PROPERTY AT 600 N. VERMILLION STREET IN THE CITY OF STREATOR, ILLINOIS, FROM “R-1B” SINGLE-FAMILY RESIDENTIAL TO “M-1” LIGHT MANUFACTURING ZONING DISTRICT UNDER THE PROVISIONS OF THE STREATOR MUNICIPAL CODE OF ORDINANCES ZONING CODE TITLE 17. Chairman Danko requested a motion and second to approve the above Plan Commission Recommendation 2024-10. MOTION: Chalkey made a motion to approve the Plan Commission Recommendation; seconded by Godfrey. ROLL: Ayes: Chalkey, Godfrey, Telford, and Chairman Danko. Absent: Scheuer, Solon Wargo, and Strabala. 3. MOTION- TO ALLOW MODIFICATION TO “FACADE GRANT” AWARDED TO CINDY AND JIM OCONNOR, 115 E. MAIN STREET, STREATOR, ILLINOIS, IN THE AMOUNT OF $15,000 ON JANUARY 17, 2024. THEY WOULD LIKE TO REPLACE THE UPPER FACADE WINDOWS WITH MURALS INSTEAD OF WINDOWS. Chairman Danko requested a motion and second to allow for a modification to a “Facade Grant” awarded to Cindy and Jim OConnor, 115 E. Main Street, Streator, Illinois, in the amount of $15,000 on January 17, 2024. They would like to replace the upper facade windows with paint instead of windows. MOTION: Chalkey made a motion to approve the modification of the “Facade Grant; seconded by Godfrey. ROLL: Ayes: Chalkey, Godfrey, Telford, and Chairman Danko. Absent: Scheuer, Solon Wargo, and Strabala. STATUS REPORTS: Palm reported the 50-Yard Line is almost completed. After Labor Day the old Coca-Cola project will begin. PLAN COMMISSION MEMBER COMMENTS: There were none. ADJOURNMENT: AT 6:18 P.M. Chairman Danko requested a motion and second to adjourn the meeting.
