MINUTES Stroudsburg Borough Council Meeting Tuesday, December 5, 2017 at 7:00 P.M. 1. Call to Order/Roll Call - Present were: Council Member Joanne Kochanski, Council Vice President James Smith, Council Member Boyd Weiss, Solicitor Joseph McDonald, Council President Ken Lang, Interim Borough Manager Mary Pat Quinn, Council Member Matt Abell, Council Member Mark Connors and Council Member Patrick Maurath. A Quorum was present. Mayor Tarah Probst arrived at 7:13pm 2. Pledge of Allegiance was recited. 3. Public Hearing During the Public Hearing there were no questions or comments from the public. A. Consideration of a proposed Ordinance amending Chapter 15, entitled “Motor Vehicles and Traffic”, Part 3, General Parking Regulations, §316 Handicapped Parking Zones Established – Scott Street – North in front of 524 Scott Street. Motion by Mr. Smith, second by Mr. Weiss to close Public Hearing. All in favor, Motion Carries. B. Consideration of a proposed Ordinance amending Chapter 15, entitled “Motor Vehicles and Traffic”, Part 3, General Parking Regulations, §316 Handicapped Parking Zones Established – Scott Street – North in front of 524 Scott Street. Motion by Mr. Smith, second by Mr. to approve Ordinance amending Chapter 15, entitled “Motor Vehicles and Traffic”, Part 3, General Parking Regulations, §316 Handicapped Parking Zones Established – Scott Street – North in front of 524 Scott Street. All in favor, Motion Carries. 4. Public Input for Non-Agenda Items. Ms. Lisa Diemer thanked Council for the Tree Lighting. Great turnout, over 1,400 people. Motion by Ms. Kochanski, second by Mr. Smith to close Public Input. All in favor, Motion Carries. 5. Approval of Council Meeting Minutes from November 21, 2017 (Special and Regular meetings). Motion by Mr. Weiss, second by Mr. Abell to approve Special Council Meeting Minutes from November 21, 2017. All in favor with Mr. Smith, Mr. Lang and Mr. Maurath abstaining. Motion Carries. Motion by Mr. Smith, second by Ms. Kochanski to approve Regular Council Meeting Minutes from November 21, 2017. Item 23, 4th line to clarify shingles listed twice, please correct the 2nd shingles to slate. All in favor with Mr. Lang abstaining. Motion Carries. Old Business New Business 6. Solicitor’s Report – Nothing to Report 7. Mayor’s Report – Would like to do a gently worn Coat, Scarf and Hat Drive with the drop off in the Borough Lobby. 8. Council Member Reports Ms. Kochanski – Nothing to report Mr. Smith – Passed out sample designs for the bike racks. Council prefers the circular design. Motion by Mr. Weiss, second by Mr. Smith to pick the 2nd bike rack design. All in favor with Mr. Connors voting NO. Motion Carries. Mr. Weiss – Thank the Streets Department for the town looking so great. Mr. Lang – Nothing to report Mr. Abell – Looking for update on the air conditioning units on 4th street and Ray Price shed. Both issues have been resolved. Mr. Connors – The consultant for the Borough Manager search is ready to schedule a workshop date. Motion Mr. Smith, second by Mr. Weiss to schedule a special meeting January 10, 2018 at 4:00pm. Mr. Smith would like to ask Council Member elect Mr. Lanfrank to attend. All in favor. Motion Carries. Mr. Maurath – Nothing to report 9. Manager’s Report – Previously, Council had asked Cathie Thomas and Brian Bond to prepare specifications for medical, dental, prescription and eye coverage not through the consortium in order to prepare proposals. I do not have the time currently to follow through on this with working both positions. I am working on the budget w/ outside help and will finish tomorrow afternoon. I would like to meet with Mr. Maurath, Mr. Smith and Mr. Lang to go over in order to present to Council. We will need a few special meetings to advertise. Motion by Ms. Kochanski, second by Mr. Smith to give authorization to advertise a Special Meeting for the Budget on December 19, 2017. All in favor. Motion Carries. Mayor Probst asked about Financial Disclosure Forms from last year if copies could be provided to update. Ms. Quinn will provide. Have we heard back from Chief Lyons on the speed data. Ms. Quinn will follow up with Chief Lyons. The Skate Park was damaged again and is currently closed. One of the stationary implements is damaged. The bike rack by the pool was moved into the park. Homemade ramps were brought in to the skate park. SROSRC has a Commission Meeting on December 20th and they will make recommendations to Council. Lengthy discussion ensued. Mr. Ace advises the equipment is old and should be removed. Sherry will check on the grant and if we have fulfilled our obligation. Mr. Ace and Sherry will meet with the outside company in reference to the Skate Park on 2nd Street. Mr. Bond advises East Stroudsburg’s Skate Park is not desirable and is in close proximity to SARP. 10. Approval of Bills on Warrants 171205. Motion to by Mr. Abell, second by Mr. Maurath to approve of Bills on Warrants 171205. All in favor, Motion Carries. 11. Executive Session – No Executive Session 12. Adjournment. Motion to by Mr. Smith, second by Ms. Kochanski to adjourn at 7:30pm. All in favor. Motion Carries.
