STROUDSBURG BOROUGH COUNCIL SPECIAL MEETING MINUTES DECEMBER 19, 2017 A special meeting of the Stroudsburg Borough Council convened at 4:00 P.M. in the Council Chambers of the Stroudsburg Borough Municipal Building with the following members present: James Smith, Vice-President of Council; Joanne Kochanski, Council President Pro-Tem; Councilman Boyd Weiss; Councilman Matt Abell; Councilman Mark Connors, and Councilman Patrick Maurath (arrived at 4:25 P.M.). Mayor Tarah Probst arrived at 4:05 P.M. Mary Pat Quinn, Interim Borough Manager, and Councilman-Elect Anthony Lanfrank were also in attendance. Council President Ken Lang advised of his absence prior to the meeting. The Council met with Nancy Hess, Human Resources Consultant, of N.J. Hess Associates with offices in Hummelstown, PA and Scott Fiore, Vice-President of TriStarr with offices in Lancaster, PA. Ms. Hess asked each Council person, the Mayor, and Mr. Lanfrank to describe their vision for Stroudsburg Borough five to ten years from now. The Borough Council, the Mayor, Mr. Lanfrank and Ms. Quinn offered their ideas of skills, experience and traits that would be required of a borough manager. Ms. Hess asked all present to consider what the Borough is willing to commit to. The next step in the process is for Ms. Hess and Mr. Fiore to develop a job description and the advertisement. Mr. Connors, Mrs. Kochanski and Mr. Maurath are on the Personnel Committee, and they will work with Ms. Hess and Mr. Fiore moving forward. Ms. Quinn will forward the benefit summary sheet for the medical coverage, the information about the pension plan and other benefits to Ms. Hess and Mr. Fiore. The meeting was adjourned at 6:45 P.M. on a motion made by Mr. Maurath, seconded by Mr. Abell. The motion was carried.
