STROUDSBURG BOROUGH COUNCIL FEBRUARY 11, 2020 SPECIAL MEETING MINUTES A special meeting of the Stroudsburg Borough Council convened at 6:00 P.M. on February 11, 2020 with the following members present: Council President Anthony Lanfrank, Vice-President of Council Matt Abell, Council President Pro-Tem Erica McCabe, Councilman Boyd Weiss, Councilman Jim Evanisko, and Councilwoman Victoria DeVries (arrived at 6:20 P.M.). Mayor Tarah Probst and Interim Borough Manager Mary Pat Quinn were also present. Councilman James Smith advised of his absence prior to the meeting. A motion was made by Mr. Abell, seconded by Ms. McCabe to go in to an executive session at 6:05 P.M. for the purpose of discussing a personnel matter, specifically the candidates for the position of Borough Manager. The motion was carried with all present voting affirmatively. (5-yes; 0-no; 0-abstentions) The executive session was concluded at 6:54 P.M. on a motion made by Mr. Weiss, seconded by Mr. Abell. The motion was carried with all present voting affirmatively. (6-yes; 0-no; 0-abstentions) Mr. Lanfrank reported that the Council would like to make an offer to one of the candidates for the position of Borough Manager. A motion was made by Mr. Abell, seconded by Ms. McCabe to delegate the negotiation process to the Personnel Committee not to exceed the salary that is appropriated in the 2020 budget. The final decision will be determined by the full membership of Council. The motion was carried with all present voting affirmatively. (6-yes; 0-no; 0-abstentions) The meeting was adjourned at 6:55 P.M. on a motion made by Mr. Weiss, seconded by Mr. Abell. The motion was carried with all present voting affirmatively.
