Consent Agenda – An ordinance to accept and appropriate $3,532 from various donors – First Reading 8. Consent Agenda – An ordinance to accept and appropriate a grant renewal award in the amount of $59,416 from the Department of Criminal Justice Services for the Suffolk Reduction in Domestic (RID) Violence Program and to appropriate $19,805 in local cash match – First Reading 9. Consent Agenda – A resolution accepting the Virginia Department of Transportation recommendation to terminate the Southeast Bypass Feasibility Study All items on the Consent Agenda were approved as presented by a vote of 7-0. ************* 1 10. A resolution to adopt the Capital Improvements Program for the Fiscal Years 2004-2005 through 2013-2014 Approved 7-0 An ordinance to appropriate $48,309,000 to fund the projects in the Fiscal Year 2004-2005 Capital Improvements Budget – Second Reading Approved 7-0 11. Motion – Establish a Work Session for January 21, 2004, at 4:00 p.m., unless canceled. Approved 7-0 12. Staff Report – Storm Water Utility No action taken. 13. Staff Report – Governor’s Proposed Budget and Tax Reform Plan No action taken. 14. Staff Report - High Speed Rail No action taken. 15. Staff Report - Hurricane Isabel: Lessons Learned It was the consensus of City Council that this item be continued to the January 21, 2004, City Council meeting. 16.
