Consent Agenda - An ordinance to appropriate $8,030,500 which represents the total  amount expanded by the City’s General Fund for Hurricane Isabel disaster recovery efforts and accept $7,709,280 which is the anticipated amount of reimbursement from the Federal and State Emergency Management Agencies. The remaining $321,220 will be funded out of the General Fund Unappropriated Fund Balance previously appropriated for this purpose – First Reading Approved 7-0 * * * * * * * * * * * * * 22. Public Hearing – Authorization of a Note through the Section 108 Loan Program - An ordinance to accept and appropriate $3,845,000 from the U.S. Department of Housing and Urban Development Section 108 Loan Program for the purpose of accomplishing initiatives set forth in the Fairgrounds Plan and to fund the required Debt Service Reserve Fund in the estimated maximum amount of $325,000 – First Reading First reading only- no action taken. - An ordinance authorizing the issuance of a Note of the City of Suffolk, Virginia, in the estimated principal amount of $3,845,000, and establishing the terms and details thereof to finance improvements to the Fairgrounds area of the City, entering into a financing arrangement with the U.S. Department of Housing and Urban Development; and providing a moral obligation with respect to replenishment of a reserve for such Note Approved 7-0 23. Public Hearing - An ordinance amending Chapter 26 of the Code of the City of Suffolk, Virginia, entitled “Elections” to change the location of the Central Absentee precinct and to approve the relocation of the Registrar’s Office Approved 7-0 24. Public Hearing - Conditional Use Permit Request C2-04, submitted by Jeffrey L. Gardy of Glasscock, Gardy, and Savage on behalf of CSB LLC, property owner, to permit the expansion of an existing self-storage facility in accordance with Sections 31-306, 31-406, and 31-709 of the Unified Development Ordinance. The subject property is located at 3506 Robs Drive and is further identified as Tax Map 25, Parcel 5D, Chuckatuck Voting Borough, Nansemond Taxing District, zoned B2, General Commercial Approved 7-0 25. Public Hearing - Conditional Use Permit Request C12-04, submitted by Thomas Moore, applicant, on behalf of Pete and Ginny Asimos and Ted M. Brown, property owners, to permit a detached accessory dwelling unit in accordance with Sections 31-306, 31-406, and 31-701 of the Unified Development Ordinance Approved 7-0 26. Public Hearing - Rezoning Request RZ4-04, submitted by G. Robert Aston, Jr., on behalf of  Links Corp Virginia Two LLC, property owner, for a change in zoning from PD, Planned Development, to B2, General commercial for a .29 acre of land located on the north side of Harbour Pointe Drive and approximately 1,000 feet west of Harbour View Boulevard in accordance with Section 31-304 of the Unified Development Ordinance Approved 7-0 27. Public Hearing - A resolution declaring that a public necessity exists for the construction, operation and maintenance of water transmission and distribution mains and for municipal purposes generally, in and on certain real estate owned by: Steve Allen Gwaltney and Joyce G. Public Hearing - A resolution to transfer the former Suffolk High School Building and immediate adjacent property to the Suffolk Center for Cultural Arts, LP for the sole purpose of renovation and re-use as a Cultural Arts Center Approved 7-0 29. Ordinances - An ordinance to accept and appropriate a Law Enforcement Terrorism Prevention Program Grant in the amount of $184,620 from the Department of Criminal Justice Services - Second Reading Approved 7-0 - A resolution authorizing the City Manager, R. Steven Herbert, to file and execute a grant application with the Virginia Department of Emergency Management for the State Homeland Security Grant Program Approved 7-0 - An ordinance to apply, accept and appropriate a State Homeland Security Program Grant in the amount of $220,893 from the Virginia Department of Emergency Management - First Reading First reading only- no action taken. 30.
