Consent Agenda – Approval of the Minutes Approved 7-0 6. Consent Agenda – An ordinance to accept and appropriate funds from the Commonwealth of Virginia Technology Trust Fund for implementation of an integrated Land Information System in the Circuit Court Clerk’s Office – First Reading Approved 7-0 7. Consent Agenda – An ordinance to accept and appropriate funds from the Commonwealth of Virginia State Board of Elections for reimbursement of Presidential Primary Election expenses incurred by the Registrar – First Reading Approved 7-0 8. Consent Agenda – An ordinance to accept and appropriate $121,416 from the Commonwealth of Virginia for E-911 wireless service – First Reading Approved 7-0 9. Consent Agenda – A resolution requesting the Virginia Department of Transportation to include streets in the Olde Mill Creek Subdivision, Section 3 and 4, in the State Secondary Road System Approved 7-0 10. Consent Agenda – An ordinance authorizing the refunding of certain water and sewer revenue bonds with the issuance and sale of water and sewer revenue refunding bonds, Series 2004, in the maximum amount of $13,600.000 by the City of Suffolk, Virginia, and establishing the terms and details thereof Approved 7-0 * * * * * * * * * * * * * * * 11. Public Hearing – A public hearing to receive public comment on the allocation of the Fiscal Year 2004-2005 Local Law Enforcement Block Grant (LLEBG) An ordinance to accept and appropriate the Fiscal Year 2004-2005 Local Law Enforcement Block Grant from the U. S. Department of Justice and appropriating a local cash match – First Reading The public hearing was held as duly advertised. No action required- first reading only. 12. Ordinance – An ordinance amending Chapter 54 entitled “Miscellaneous Offenses” of the Code of the City of Suffolk, Virginia, to include a section regarding panhandling (This item was continued from the September15, 2004, City Council Meeting) Approved 6-1 (Council Member Milteer voted in opposition.) 13. Staff Report – Establish Storm Water Utility Committee No action required. 14. Motion – A motion to schedule a Work Session for October 20, 2004, at 4:00 p.m., unless canceled Approved 7-0 There was a motion to amend the agenda to consider the following item: An appointment to the Wetlands Board (alternate): Ryan Motley Approved 7-0 15. Late Appearances – (Late appearances are limited by Section 2021 of the City Code to give (5) minutes per speaker. There is no limitation on the total time period for late appearances.) 16.
