14. Public Hearing - Conditional Use Permit Request, C3, submitted by David S. Taylor of L.
M. Sandler and Sons, Inc., contract purchaser, and James Barry Robinson Boys Home and
Trustees, Charles V. McPhillips, William C. Hagan, II, Donald F. Price, Edward V. Power
and W. A. Prince, property owners, for a residential cluster subdivision with a density bonus
of 24% over the allowable 305-lots to be located on the north and south sides of Bob White
Lane in accordance with Sections 31-306, 31-406, 31-409 and 31-411 of the Unified
Development Ordinance
A motion was made to consider action on this item at the October 20, 2004,
City Council meeting.

15. Public Hearing - Rezoning Request RZ2-04 (Conditional), submitted by Whitney G.
Saunders of Saunders, Babineau, and Brewbaker, P.C. on behalf of PMP, LLC, contract
purchaser, and Art-Ray Corp. and Charles D. Parr, Sr., property owners, for rezoning
approximately 121.490 acres of land from O-I, Office-Institutional and M-1 Light Industrial,
to RLM, Residential Low-Medium Density, to create a 191-lot single-family subdivision
A motion was made for denial of the application as presented. The
application was denied by a vote of 4-3 (Council Members Brown, Johnson
and Milteer voted in opposition.)
16. Ordinance - An ordinance amending Chapter 86 entitled “Traffic and Vehicles” of the Code
of the City of Suffolk, Virginia, to include a section regarding the operating of mopeds
(This item was continued from the September 1, 2004, City Council Meeting.)

17. Ordinance - An ordinance amending Chapter 54 entitled “Miscellaneous Offenses” of the
Code of the City of Suffolk, Virginia, to include a section regarding panhandling

City Council meeting.
