Public Hearing – Conditional Use Permit Request C13-04, submitted by Frank Haltom of Hoggard/Eure Associates, P.C. on behalf of Reverend Walter Hale, Trustee of Tabernacle Baptist Church, property owners, to permit a building addition for a large religious assembly in accordance with Section 31-306 and 31-406 of the Unified Development Ordinance Approved 6-0-1 (Council Member Milteer was out of the chamber at the time of the vote.) 22. Public Hearing - Capital Improvements Program and Budget A resolution to adopt the Capital Improvements Program for the Fiscal Years 2005-2006 through 2014-2015 An ordinance to appropriate $28,062,920 to fund the projects in the Fiscal Year 2005- 2006 Capital Improvements Budget - First Reading Public hearing was held and closed and no action taken. 23. Ordinance – An ordinance to accept and appropriate funds from the Virginia Department of Transportation for the Suffolk Industrial Park Industrial Access Road Extension Project – First Reading Approved 7-0 24. Motion – A motion to schedule a Work Session for January 5, 2005, at 4:00 p.m., unless canceled. Approved 7-0 There was a motion to amend the agenda to consider the following items: An appointment to the Airport Commission – George McClellan, II Approved 7-0 Appointments to Planning Commission - Howard Benton and George Richards 3 Approved 7-0 A motion to approve a resolution authorizing the City Manager to execute a Second Amendment to the Planters Parking Lot Lease Agreement Approved 7-0 25. Late Appearances – (Late appearances are limited by Section 2021 of the City Code to give (5) minutes per speaker.
