Special Presentations - Historic Garden Day in Downtown Suffolk No City Council action was required. 5. Consent Agenda - Approval of the minutes Approved 7-0 6. Consent Agenda - An ordinance to accept and appropriate funds from the Commonwealth of Virginia State Board of Elections for use by the Office of the Registrar - Second Reading Approved 7-0 7. Consent Agenda - An ordinance to accept and appropriate additional funds from the Commonwealth of Virginia Department of Aviation for an airport drainage study at the Suffolk Executive Airport and to provide for a local cash match - Second Reading Approved 7-0 8. Consent Agenda - An ordinance to accept and appropriate $7,939 from the Commonwealth of Virginia for equipment purchases in the Office of the Commonwealth Attorney - First Reading Approved 7-0 9. Consent Agenda - An ordinance to accept and appropriate grant funds received through the Hampton Roads Planning District Commission for the National Incident Management System (NIMS) Implementation - First Reading Approved 7-0 10. Consent Agenda - A resolution supporting an application from Commonwealth Railroad This item was removed from the Consent Agenda and considered separately. Public Hearing - A public hearing regarding an amendment to the 2018 Comprehensive Plan and to adopt the 2026 Comprehensive Plan The resolution to amend and update the 2018 Comprehensive Plan by approval of the 2026 Comprehensive Plan, with amendments, was approved 5-2 (Vice Mayor Bennett and Council Member Jones voted in opposition.) 12. Public Hearing - A public hearing to receive public input and receipt of sealed bids for the sale of a parcel of real estate. The property is identified as Tax Map 12A*A*11A, and is located on Vinyard Lane in the Arbor Meadows Subdivision, Account Number 304968200 It was the consensus of City Council that City Administration would provide a recommendation at the April 19, 2006, City Council meeting regarding the three bids as submitted. 13. Motion - A motion to schedule a Work Session for April 19, 2006, at 4:00 p.m., unless canceled. Approved 7-0 A motion to amend the agenda to consider the following items was approved by a vote of 7-0: An appointment to the Early Childhood Development Commission – Anne H. Fischer Approved 7-0 Appointments to the Paul D. Camp Community College Board – Shannon Glover and Leah Powell Approved 7-0 14. Late Appearances - Guidelines for the Late Appearances period are outlined in the City Code Section 2-96 and permit each speaker five (5) minutes to address City Council. There is no limitation on the total time period for Late Appearances. No City Council action was required. 15.
