Consent Agenda - An ordinance to accept and appropriate funds from the developer of Harbor Breeze for cost participation in the construction of a traffic signal at Bridge Road and Breeze Port Way and to provide for a local cash match – Second Reading Approved 7-0 7. Consent Agenda - An ordinance to submit, accept and appropriate a State Grant Award in the amount of $190,433 for State Grant-In-Aid for the Suffolk Public Library System – Second Reading Approved 7-0 8. Consent Agenda - An ordinance to apply, accept and appropriate a supplemental Homeland Security Program Grant award from the Virginia Department of Emergency Management – First Reading Approved 7-0 9. Public Hearing - Suffolk Annual Operating Budget for Fiscal Year 2006-2007 and Related Ordinances - An ordinance levying real property taxes for the tax year beginning July 1, 2006, and ending June 30, 2007 - First Reading - An ordinance to levy taxes on all tangible personal property not either exempt from taxation or otherwise taxed for the 2006 and 2007 tax years - First Reading - An ordinance approving the City Budget and appropriating funds for expenditures contemplated during the fiscal year beginning July 1, 2006, and ending June 30, 2007, in the amount $375,908,879 and regulating the payment of money out of the City Treasury - First Reading - An ordinance to amend the Code of the City of Suffolk Chapter 82, Taxation, Article XV, by creating section 82-682 “Emergency Ambulance Transportation Service Fees”- First Reading - An ordinance to amend the Code of the City of Suffolk to eliminate the decal program and implement a Motor Vehicle Registration Program - First Reading - An ordinance approving a fee schedule for the City of Suffolk - First Reading The public hearing was held as duly advertised. City Council scheduled a Special Work Session for Wednesday, May 10, 2006, at 2:00 p.m., City Council Chamber for the purpose of discussing the Proposed Operating Budget for Fiscal Year 2006-2007. 12. Motion - A motion to schedule a Work Session for May 17, 2006, at 4:00 p.m., unless canceled. Approved 7-0 A motion to amend the agenda to consider the following items was approved by a vote of 7-0: An appointment to the Historic Landmarks Commission – Issac Baker Approved 7-0 An appointment to the Western Tidewater Continuum of Care Council – Vice Mayor Leroy Bennett Approved 7-0 2 Appointments to the following Virginia Municipal League Policy Committees: Environmental Committee – Council Member Calvin Jones Finance Committee – Council Member Curtis R. Milteer, Sr. General Laws - Vice Mayor Leroy Bennett and City Manager R. Steven Herbert Human Development and Education - Mayor Bobby L. Ralph Transportation – Council Member Charles F. Brown Approved 7-0 A resolution authorizing the City manager to acquire the Eclipse Water System Approved 7-0 A resolution authorizing the City Manager on behalf of the City of Suffolk to release and transfer a utility line easement Approved 7-0 13. Late Appearances - Guidelines for the Late Appearances period are outlined in the City Code Section 2-96 and permit each speaker five (5) minutes to address City Council.
