Public Hearing - Ordinance Text Amendment, OA3-06 – Transitional Housing (Temporary Shelters), amendments to the Unified Development Ordinance of the Code of the City of Suffolk, Table 406-1, Principal Uses Permitted in Zoning Districts and Appendix A, Definitions, in order to permit the establishment and operation of Transitional Housing (Temporary Shelters) in the A, Agricultural District, and the OI, Office Institutional District as a matter of right and to provide a definition of such use Approved 7-0 15. Public Hearing - Ordinance Text Amendment, 0A4-06 – 2006 General Assembly Legislation, for amendments to the Unified Development Ordinance of the Code of the City of Suffolk resulting from the action of the General Assembly Approved 7-0 16. Public Hearing - Conditional Use Permit Request, C29-05, submitted by Bob Arnette of Coastal Virginia Properties, L.L.C., on behalf of Vernon Eberwine, Jr. of Eberwine Family Properties, L.L.C., property owner, to permit a change in nonconforming use to allow the operation of flex office spaces and to permit a fitness club in accordance with Sections 31-306, 31-406 and 31-801(f) of the Unified Development Ordinance (This item was continued from the October 18, 2006, meeting.) Ordinance - An ordinance authorizing the refunding of certain general obligation bonds of the City of Suffolk, Virginia with the issuance and sale of general obligation refunding bonds, Series 2006, in the maximum amount of $43,000,000 by the City of Suffolk, Virginia, and establishing the terms, details and provisions for the payment thereof This item was continued by the unanimous consent of City Council at the request of Interim City Manager James Vacalis 18. Resolution - A resolution authorizing the crossing of the City owned former CSX Railroad right-of-way for a public street to provide secondary access to the Olde Mill Creek Subdivision Approved 7-0 19. Motion -A motion to cancel the December 6, 2006, City Council meeting Approved 7-0 20. Motion - A motion to schedule a Work Session for December 20, 2006, at 4:00 p.m., unless canceled Approved 7-0 A motion to amend the agenda to consider the following items was approved by a vote of 7-0: A motion to appoint Council Member Charles Brown and Council Member Leroy Bennett as the voting delegate and alternate delegate for the National League of Cities Business Meeting. Approve 7-0 A motion to approve a resolution approving the submission of the 2007 Legislative Agenda Approved 6-1 (Council Member Bennett voted in opposition.) 21. Late Appearances - Guidelines for the Late Appearances period are outlined in the City Code Section 2-96 and permit each speaker five (5) minutes to address City Council. There is no limitation on the total time period for Late Appearances. No City Council action required. 22. Announcements and Comments from City Council Members No City Council action required. 23.
