Consent Agenda - Approval of the minutes Approved 7-0 6. Consent Agenda - An ordinance to accept and appropriate Fiscal Year 2006 – 2007 Community Development Block Grant (CDBG) and Home Investment Partnership Program (HOME) funding – Second Reading Approved 7-0 7. Consent Agenda - An ordinance to accept and appropriate a $98,723 COPS Technology Initiative Grant from the United States Department of Justice – Second Reading Approved 7-0 8. Consent Agenda - An ordinance to accept and appropriate a State Homeland Security Program Grant award from the Virginia Department of Emergency Management – First Reading Approved 7-0 9. Consent Agenda - A resolution authorizing the sale of a portion of certain surplus real property located on Kenyon Road Approved 7-0 10. Public Hearings - Public hearings will be held regarding the following: - A resolution requesting the General Assembly to amend the Charter of the City of Suffolk to provide for the direct election of the Mayor Approved 5-2 (Council Member Barlow and Council Member Bennett voting in opposition.) - An ordinance amending Chapter 26 entitled “Elections” of the Code of the City of Suffolk, Virginia, changing the election of Council Members and School Board Members from May to the General Election in November No action was taken on this matter. 13. Public Hearing - A resolution requesting the General Assembly to amend the Charter of the City of Suffolk to grant it the authority to hold referenda elections Approved 4-3 (Council Member Barlow, Council Member Brown and Council Member Gardy voting in opposition.) 14. Motion - A motion to schedule a Work Session for November 15, 2006, at 4:00 p.m., unless canceled Approved 7-0 A motion to amend the agenda to consider the following items was approved by a vote of 7-0: A motion to reappoint Margaret W. Jones to the Western Tidewater Community Services Board. Approved 7-0 A motion to approve a resolution supporting the United States Fish and Wildlife Service Challenge Cost Share Fund Program Application for the Great Dismal Swamp Exhibit. Approved 4-3 (Mayor Johnson, Vice Mayor Milteer and Council Member Parr voting in opposition.) 2 A motion to approve a resolution supporting the United States Fish and Wildlife Service Challenge Cost Share Fund Program Application for the Great Dismal Swamp Birding Festival. Approved 7-0 15. Late Appearances - Guidelines for the Late Appearances period are outlined in the City Code Section 2-96 and permit each speaker five (5) minutes to address City Council.
