Public Hearing - A resolution requesting the General Assembly to amend the Charter of the City of Suffolk to grant it the authority to hold referenda elections Approved 4-3 (Council Member Barlow, Council Member Brown and Council Member Gardy voting in opposition.) 14. Motion - A motion to schedule a Work Session for November 15, 2006, at 4:00 p.m., unless canceled Approved 7-0 A motion to amend the agenda to consider the following items was approved by a vote of 7-0: A motion to reappoint Margaret W. Jones to the Western Tidewater Community Services Board. Approved 7-0 A motion to approve a resolution supporting the United States Fish and Wildlife Service Challenge Cost Share Fund Program Application for the Great Dismal Swamp Exhibit. Approved 4-3 (Mayor Johnson, Vice Mayor Milteer and Council Member Parr voting in opposition.) 2  A motion to approve a resolution supporting the United States Fish and Wildlife Service Challenge Cost Share Fund Program Application for the Great Dismal Swamp Birding Festival.
