Public Hearing - Proposed Annual Operating and Capital Budget for Fiscal Year 2007 – 2008 and related ordinances: Budget Related Ordinances: • An ordinance levying real property taxes for the tax year beginning July 1, 2007, and ending June 30, 2008 – First Reading • An ordinance to levy taxes on all tangible personal property not either exempt from taxation or otherwise taxed for the 2007 and 2008 tax years – First Reading • An ordinance adopting a fee schedule for the City of Suffolk – First Reading • An ordinance to amend Chapter 82, Taxation, Article XIV, Section 82-637, Tax on Persons Obtaining Services at Food Establishments, of the Code of the City of Suffolk – First Reading • An ordinance to amend Chapter 82, Taxation, Article XI, Section 82-517, Transient Occupancy Tax, of the Code of the City of Suffolk – First Reading • An ordinance approving the City Budget and appropriating funds for expenditures contemplated during the fiscal year beginning July 1, 2007 and ending June 30, 2008, and regulating the payment of money out of the City Treasury – First Reading No action was taken on the above referenced items, and they will appear on the May 16, 2007, City Council agenda for consideration. 2 18. Public Hearing - Proposed Real Property Tax Increase for Fiscal Year 2007 – 2008 No action was taken on the above referenced item, and it will appear on the May 16, 2007, City Council agenda for consideration. A motion to schedule a community meeting on the budget on May 9, 2007, at 7:00 p.m. at Kings Fork High School was approved by a vote of 7-0. 19. Resolution - A resolution approving a Memorandum of Understanding between the cities of Suffolk and Chesapeake concerning the Nansemond Parkway/Portsmouth Boulevard Widening Project Approved 7-0 20. Staff Report – Update on the Franchise Agreements at the Suffolk Executive Airport It was the consensus of City Council for City Administration to re-advertise the request for proposals for franchise agreements at the Suffolk Executive Airport and provide a report to City Council at the appropriate time. 21. Staff Report – South Hampton Roads Habitat for Humanity Home Builders Blitz 2008 A motion to select Huntersville as the site for the 2008 South Hampton Roads Habitat for Humanity Home Builders Blitz and to make the necessary arrangements for two Habitat for Humanity dwellings to be built in the Orlando area was approved by a vote of 6-1 (Council Member Gardy voted in opposition.) 22. Motion - A motion to schedule a Work Session for May 16, 2007, at 4:00 p.m., unless canceled or called earlier by the Mayor. Approved 7-0 A motion to amend the agenda to consider the following item was approved by a vote of 7-0: A motion to nominate and appoint the following members of City Council to the 2008 Virginia Municipal League Policy Committees: ENVIRONMENTAL QUALITY COMMITTEE Council Member Jeffrey Gardy FINANCE COMMITTEE Council Member Joseph Barlow Vice Mayor Curtis Milteer 3 GENERAL LAWS COMMITTEE Council Member Leroy Bennett Council Member Jeffrey Gardy HUMAN DEVELOPMENT AND EDUCATION COMMITTEE Council Member Charles D.
