A motion to continue consideration of the ordinance to the August 15, 2007, City Council meeting was approved 7-0 11. Public Hearing - Conditional Use Permit Request C19-05, submitted by the Southeastern Public Service Authority (SPSA), property owner, to permit the expansion of a solid waste facility (Cell 7) in accordance with Sections 31-306 and 31-406 of the Unified Development Ordinance. A motion to continue the public hearing to the August 15, 2007, City Council meeting was approved 7-0 12. Public Hearing - Rezoning Request RZ05-07, BelleHarbour (Conditional), submitted by Gordon E. Wheatley of Hampton Roads Development Associates on behalf of Belleville Widows & Orphans Home, Inc., to amend Proffers #4, eliminate the dedication of a 3 acre municipal use site, #11, eliminate requirement for active recreation within Heritage Park and #15, allow the limited use of outdoor speakers for banks and pharmacies, associated with Tract 6-B Approved 7-0 13. Public Hearing - Conditional Use Permit Request C7-07, submitted by R. Greg Battaglia, of Pinnacle Premier Properties, L.L.C. property owner, to restore/replace a non-conforming structure that exceeds over 50% of the replacement costs in accordance with Section 31-801(f)(4)(C) of the Unified Development Ordinance Approved 7-0 14. Ordinance - Ordinance Text Amendment OA1-07, for the addition of a new section to the Unified Development Ordinance to add Section 31-616 (a) through (d), Environmental Site Assessments and to amend Appendix B, Submission Requirements, B-4 Rezoning Applications, B-5 Conditional Use Permit Applications, B-8 Preliminary Subdivision Plats or Preliminary Site Plans, B-9 Final Subdivision Plat or Final Site Plan, and B-10 Subdivision Engineering Plans (This item was continued from the June 20, City Council Meeting.) Approved 7-0 15. Staff Report - Acceptance of Airport Hangar D – 1 Lease Proposals No City Council action taken as no bids were received. City Administration will re-advertise this item. 2 16. Motion - A motion to transfer Contingency funds to provide for payment of citywide dues Approved 7-0 17. Motion - A motion to schedule a Work Session for August 1, 2007, at 4:00 p.m, unless canceled or called earlier by the Mayor Approved 7-0 A motion to amend the agenda to add the following item for consideration was approved 7-0. A motion to reappoint Council Member Joseph Barlow to the Planning Council. Approved 7-0 18. Late Appearances - Guidelines for the Late Appearances period are outlined in the City Code Section 2-96 and permit each speaker five (5) minutes to address City Council. There is no limitation on the total time period for Late Appearances. No City Council action taken. 19. Announcements and Comments from City Council Members No City Council action taken. 20.
