Public Hearing - Rezoning Request RZ3-07, submitted by the City of Suffolk to rezone four parcels on Second Avenue from B2, General Commercial, to RC, Residential compact. The subject properties are located at the intersection of Second Avenue and east of West Constance Road Approved 7-0 20. Public Hearing - Conditional Use Permit Request C10-06, submitted by Bart Sinanis of T-Mobile Northeast, on behalf of D and B Associates, property owner, for replacement of a 180-foot guyed radio tower with a 180-foot monopole tower for cellular communications in accordance with Sections 31-306, 31-406 and 31-716 of the Unified Development Ordinance Approved 7-0 2 21. Public Hearing - Conditional Use Permit Request C2-07, submitted by Universal Wireless, on behalf of C. Leonard and Loretta S. Willis, property owners, to construct a monopole telecommunication tower of 199 feet in accordance with Sections 31-306, 31- 406 and 31-716 of the Unified Development Ordinance Approved 7-0 22. Public Hearing - Conditional Use Permit Request C5-07, submitted by James J. Reid, Esquire, on behalf of Tony A. and Joan F. Harris, property owners, to convert a portion of a garage to a detached accessory apartment in accordance with Sections 31-306, 31-406 and 31-701 of the Unified Development Ordinance Approved 7-0 23. Public Hearing - Conditional Use Permit Request C6-07, submitted by Christopher and Mary Old, property owners, to construct an accessory structure which would contain an apartment above a garage in accordance with Sections 31-306-, 31-406 and 31-701 of the Unified Development Ordinance Approved 7-0 24. Public Hearing - Ordinance Text Amendment OA1-07, for the addition of a new section to the Unified Development Ordinance to add Section 31-616 (a) through (d), Environmental Site Assessments and to amend Appendix B, Submission Requirements, B-4 Rezoning Applications, B-5 Conditional Use Permit Applications, B-8 Preliminary Subdivision Plats or Preliminary Site Plans, B-9 Final Subdivision Plat or Final Site Plan, and B-10 Subdivision Engineering Plans A motion to continue this item to the July 18, 2007, City Council meeting was approved 7-0 25. Public Hearing - Ordinance Text Amendment OA2-07, for an amendment to the Unified Development Ordinance to amend Section 31-612 (c)(3), Street Improvements, and Street Patterns, to change the requirement for a 40% landscaped cul-de-sac bulb down to 25% and to make the use of a landscaped bulb optional Approved 7-0 26. Resolution - A resolution authorizing the City Manager to execute an Agreement with Terry Peterson Residential Thirty, LLC and Terry Peterson Investment Thirty, LLC regarding certain improvements to Town Point Road Approved 7-0 27. Resolution - A resolution to approve the powers granted by the General Assembly of the Commonwealth of Virginia to the Hampton Roads Transportation Authority pursuant to the Hampton Roads Transportation Authority Act, Sections 33.1-391.6 et seq. of the Code of Virginia of 1950, as amended Approved 5-2 (Vice Mayor Milteer and Council Member Parr voted in opposition.) 3 28. Motion - A motion to schedule a public hearing for the July 18, 2007, City Council meeting for the consideration of vacating certain subdivision plats located on Longstreet Lane Approved 7-0 29. Motion - A motion to schedule a Work Session for July 18, 2007, at 4:00 p.m., unless canceled or called earlier by the Mayor Approved 7-0 A motion to amend the agenda to add the following items for consideration was approved 7-0: A resolution setting the salary of the City Assessor A resolution setting the salary of the City Attorney A resolution setting the salary of the City Clerk A resolution setting the salary of the City Manager Approved 7-0 A resolution requesting the Department of Rail and Public Transportation to support a project to be undertaken by Commonwealth Railway Approved 7-0 30. Late Appearances - Guidelines for the Late Appearances period are outlined in the City Code Section 2-96 and permit each speaker five (5) minutes to address City Council.
