Consent Agenda - A resolution to appropriate $100,000 from the Cemetery Fund Unappropriated Fund Balance for Improvements to Holly Lawn Cemetery Approved 7-0 7. Consent Agenda - An ordinance approving five new job descriptions for five new positions approved in the Fiscal Year 2007 – 2008 Operating Budget Approved 7-0 8. Consent Agenda - An ordinance approving a new position and a job description for a Chief Administrative Manager and abolishing the job description for the Administrative Supervisor position within the Commonwealth’s Attorney Office Approved 7-0 9. Public Hearing - Public comments on the Nansemond Indian Tribal Association – Mattanock Town Project A motion to direct the City Manager to engage in negotiations with the Nansemond Indian Tribal Association regarding the transfer of property at Lone Star Lakes Park. Approved 5-2 (Council Members Bennett and Brown voted in opposition.) 1 10. Public Hearing - Conditional Use Permit Request, C08-07, submitted by Jeff L. Parrish and C.J. Bodnar of Hoggard-Eure Associates on behalf of Calvary Revival Church, applicant and Robert W. Babb, property owner, to allow a large religious assembly in accordance with Sections 31-306 and 31-406-1 of the Unified Development Ordinance. Approved 6-0-1 (Council Member Parr abstained.) 11. Public Hearing - Conditional Use Permit Request C10-05, submitted by GLO Community Development Incorporated, applicant, on behalf of Eton Properties, Incorporated, property owner, to extend the expiration date of C10-05, which was approved on August 17, 2005 to permit the operation of a retirement home for individuals 62 years of age and older in accordance with Sections 31-306, 31-406 and 31-713 of the Unified Development Ordinance. Approved 7-0 12. Public Hearing - Conditional Use Permit Request C19-05, submitted by the Southeastern Public Service Authority (SPSA), property owner, to permit the expansion of a solid waste facility (Cell 7) in accordance with Sections 31-306 and 31-406 of the Unified Development Ordinance. This item was continued from the July 18, 2007, City Council Meeting. A motion to continue consideration of this item to the September 5, 2007, City Council meeting Approved 7-0 13. Ordinance - An ordinance to vacate certain subdivision plats located on Longstreet Lane identified as: 1) Minor Subdivision Plat of Brooks Property (Tax Parcel 51*61) as described in Instrument #060004364 (formerly known as Worrell Parcel Described in Deed Book 266, at Page 183), Holy Neck Borough, Suffolk, Virginia, October 19, 2006, prepared by Land Tech Resources, Incorporated, Recorded on October 30, 2006 as Instrument Number 20061030000217880; and 2) Minor Subdivision Plat of Brooks Property (Tax Parcel 51*66) as Described in Instrument #060004364, Holy Neck Borough, Suffolk, Virginia, December 14, 2006, Prepared by Land Tech Resources, Incorporated, Recorded on March 28, 2007 as Instrument Number 20070328000056900. This item was continued from the July 18, 2007, City Council Meeting. A motion to continue consideration of this item to the September 5, 2007, City Council meeting Approved 7-0 14. Staff Report - Assessment Process A motion to direct the City Manager to solicit request for proposals for an analysis of the real estate assessment process. Approved 7-0 15. Motion - A motion to schedule a Work Session for September 5, 2007, at 4:00 p.m., unless canceled or called earlier by the Mayor. Approved 7-0 2 16. Motion - A motion to schedule a City Council Retreat for Thursday, September 20, and Friday, September 21, 2007. Approved 7-0 A motion to amend the agenda to consider the following items for consideration was approved 7-0: A motion to establish a public hearing for September 5, 2007, City Council meeting to accept public comment on the transfer of public property associated with the Prentis Place Development. Approved 7-0 17. Late Appearances - Guidelines for the Late Appearances period are outlined in the City Code Section 2-96 and permit each speaker five (5) minutes to address City Council. There is no limitation on the total time period for Late Appearances No City Council action required. 18. Announcements and Comments from City Council Members No City Council action required. 19.
