Council Member Milteer offered the Invocation, and Braden McCauley, Boy Scout Troop #1, led the Pledge of Allegiance to the Flag. FREEDOM OF INFORMATION ACT CERTIFICATION City Clerk Dawley presented a resolution certifying the Closed Meeting of June 7, 2017, pursuant to Section 2.2-3712 of the Code of Virginia (1950), as amended. Council Member Fawcett, on a motion seconded by Council Member Goldberg, moved to approve the resolution, as presented, by the following vote: AYES: Mayor L. Johnson, Milteer and Ward 8 NAYS: None 0 A RESOLUTION OF CERTIFICATION OF THE CLOSED MEETING OF JUNE 7, 2017, PURSUANT TO SECTION 2.2-3712 OF THE CODE OF VIRGINIA (1950), AS AMENDED 1 City Council Regular Meeting June 7, 2017 APPROVAL OF THE MINUTES Council Member Duman, on a motion seconded by Vice Mayor Bennett, moved to approve the minutes from the May 3, 2017, Work Session and Regular Meeting, as presented, by the following vote: AYES: Mayor L. Johnson, Milteer and Ward 8 NAYS: None 0 SPECIAL PRESENTATIONS Special Presentation - First Annual Citizens’ Fire and Rescue Academy Fire Chief Cedric Scott provided an overview of the background information as printed in the official agenda. Referring to the presentation, Council Member Duman called for clarification about the application process. Fire Chief Scott said that application period would run from July 5 – August 18, 2017, but residents can start applying as soon as tomorrow. He added that staff would review all applications to ensure that interested persons met the age requirements, and then background checks would be performed. Referring to the presentation, Council Member Ward opined about the possibility of a second session of the academy. Fire Chief Scott replied that should the public demand merit a second session that could be considered. He concluded at this time, one annual session is scheduled. REMOVAL OF ITEMS FROM THE CONSENT AGENDA AND ADOPTION OF THE AGENDA Mayor Johnson advised that a motion was in order at this time to adopt the agenda as presented. CONSENT AGENDA City Clerk Dawley presented the following Consent Agenda items: Consent Agenda Item #7 – An ordinance to accept and appropriate funds from Virginia Municipal League Insurance Programs for expenses related to Hurricane Matthew 2 City Council Regular Meeting June 7, 2017 Consent Agenda Item #8 – An ordinance to accept and appropriate funds from the Commonwealth of Virginia Department of Aviation for the Suffolk Executive Airport Consent Agenda Item #9 – An ordinance to amend Chapter 34, Environment, Article IV, Removal of Weeds, Excessive Growth of Vegetation, Trash and Debris, Section 34-107, Civil Penalty of the Code of the City of Suffolk Consent Agenda Item #10 – An ordinance amending Chapter 38, Section 38-39 of the Code of the City of Suffolk concerning the Department of Fire and Emergency Medical Services in reference to the authority of the Chief when answering alarm or extinguishing fire for the purpose of providing the Chief authority over the immediate airspace above Consent Agenda Item #11 – An ordinance repealing Sections 10-126 through 10-158 of the Code of the City of Suffolk, and adding Sections 10-159 and 10-160 to the Code of the City of Suffolk concerning the regulation of dangerous and vicious dogs Referring to Consent Agenda Items #7 through #10, City Manager Roberts submitted a review of the background information as printed in the official agenda. Referring to Consent Agenda Item #11, Police Chief Thomas Bennett gave a summary of the background information as printed in the official agenda. Johnson, Milteer and Ward 8 NAYS: None 0 AN ORDINANCE TO AMEND THE STREET IDENTIFICATION SYSTEM FOR PORTIONS OF A STREET IDENTIFIED AS HARBOUR TOWNE PARKWAY 3 City Council Regular Meeting June 7, 2017 Public Hearing – An ordinance authorizing the issuance and sale of bonds by the City of Suffolk, Virginia, and establishing the terms, details, and provisions for the payment thereof Utilizing a PowerPoint presentation, David Rose, Vice President, Davenport and Company, the City’s financial advisor, offered a synopsis of the background information as printed in the official agenda. Hearing no speakers, the public hearing was closed. Referring to the presentation, Council Member Duman sought clarification about the circumstances that would require temporary financing. T.W. Bruno, McGuire Woods, the City’s bond counsel, advised that this type of financing would only be required if there was a dramatic increase interest rates. Johnson, Milteer and Ward 8 NAYS: None 0 AN ORDINANCE AUTHORIZING THE ISSUANCE AND SALE OF BONDS BY THE CITY OF SUFFOLK, VIRGINIA, AND ESTABLISHING THE TERMS, DETAILS, AND PROVISIONS FOR THE PAYMENT THEREOF ORDINANCES Ordinance – An ordinance to amend Chapter 46 of the Code of the City of Suffolk by adding section 46-4, Purchase of Handgun by Auxiliary Police Officer, to authorize the Chief of Police to allow the auxiliary police force to purchase his or her service handgun Police Chief Bennett submitted an overview of the background information as printed in the official agenda. Referring to the presentation, Council Member Duman sought confirmation about the location of an easement on the front of the parcel under consideration. Planning and Community Development Director Hainley replied in the affirmative. Referring to the presentation, Council Member Duman asked if the easement on the front of the parcel under consideration goes with the sale. Planning and Community Development Director Hainley replied in the affirmative. Johnson, Milteer and Ward. 8 NAYS: None 0 ANNOUNCEMENTS AND COMMENTS Utilizing a PowerPoint presentation, Media and Community Relations Assistant Director Tim Kelley reported on the following: the State’s website for hurricane preparedness; Habitat for Humanity of South Hampton Roads Home Builders Blitz in Lake Kennedy Estates; the Design Downtown community meetings; Designs by Carol ribbon cutting; the Suffolk Fire and Rescue Department’s receipt of the American Heart Association’s Emergency Medical Services Silver Achievement Award; Community Development Assistant Director Stanley Skinner’s receipt of the Hampton Roads Chapter of American Society of Public Administration’s Julian F. Hirst Award for Distinguished Public Service; the Suffolk Police Department’s Highway Safety Survey; Mayor’s Cup Blood Drive; Parks and Recreation Department’s Summer Concert Series; and National Night Out Community Kickoff. Council Member Johnson opined about the City’s Green Infrastructure in the Nansemond River Watershed Report. Council Member Johnson extended his appreciation for those participants in the 2017 Thomas J. O’Connor IV Memorial Fishing Tournament and Silent Auction. Council Member Ward reported he attended the following: the Suffolk State of the City; the City Employee Service Awards Luncheon; a minsters conference in Hampton; and the Pughsville Civic League meeting. Council Member Duman reported he attended the following: the City Employee Appreciation Food Truck Rodeo; the Suffolk State of the City; the City Employee Service Awards Luncheon; 2017 Thomas J. O’Connor IV Memorial Fishing Tournament and Silent Auction; and the funeral services for the late Reverend Gregory Ryan, Pastor, Oakland Church of God in Christ. Council Member Milteer stated he attended the City Employee Service Awards Luncheon and the Suffolk State of the City. Council Member Fawcett advised he attended the following: the Suffolk State of the City; the ForKids Building Dedication and the City Employee Service Awards Luncheon. Council Member Fawcett acknowledged the Suffolk Fire and Rescue Department’s receipt of the American Heart Association’s Emergency Medical Services Silver Achievement Award and Community Development Assistant Director Stanley Skinner’s receipt of the Hampton Roads Chapter of American Society of Public Administration’s Julian F. Hirst Award for Distinguished Public Service. Council Member Fawcett reported he attended the Suffolk Parks and Recreation Department’s Youth Achievement Awards and the Virginia Municipal League Legislative Policy Committee meeting. 7 City Council Regular Meeting June 7, 2017 Council Member Goldberg encouraged residents to attend the upcoming Downtown Design Workshops. Council Member Goldberg announced he attended the ForKids Building Dedication and the City Employee Service Awards Luncheon. Vice Mayor Bennett extended his condolences to the family of the late Evelyn Ledbetter. Vice Mayor Bennett thanked CSX and the Public Works Department for their efforts to improve the railroad crossings at Suburban Drive and Portsmouth Boulevard. Vice Mayor Bennett reported that he attended the City Employee Appreciation Food Truck Rodeo and the Suffolk Fire and Police Departments Flag Football Game Fundraiser. Mayor Johnson opined about the Habitat for Humanity of South Hampton Roads Home Builders Blitz in Lake Kennedy Estates. Mayor Johnson encouraged residents to attend the upcoming Downtown Design Workshops. Mayor Johnson opined about the Suffolk State of the City. Mayor Johnson announced she attended the City Employee Service Awards Luncheon.
