City Council Regular Meeting September 6, 2017 Regular Meeting of the Suffolk City Council was held in the City Council Chamber, 442 West Washington Street, on Wednesday, September 6, 2017, at 7:00 p.m. PRESENT Council Members - Linda T. Ward, Jr. (excused) CALL TO ORDER/INVOCATION/PLEDGE OF ALLEGIANCE Mayor Johnson called the meeting to order. Council Member Milteer offered the Invocation, and Christian Boehning, Boy Scout Troop #73, led the Pledge of Allegiance to the Flag. Mayor Johnson announced Council Member Goldberg and Council Member Ward were excused. APPROVAL OF THE MINUTES Council Member Fawcett, on a motion seconded by Council Member Duman, moved to approve the minutes from the July 19, 2017, Work Session and Regular Meeting, as presented, by the following vote: AYES: Mayor L. Johnson, Vice Mayor Bennett, and Council Members Duman, Fawcett, T. Johnson and Milteer 6 NAYS: None (Council Member Goldberg and Council Member Ward were excused.) 0 SPECIAL PRESENTATIONS Special Presentation - United Way Requita Furlow, United Way of South Hampton Roads, presented Mayor Johnson with a Certificate of Appreciation. 1 City Council Regular Meeting September 6, 2017 REMOVAL OF ITEMS FROM THE CONSENT AGENDA AND ADOPTION OF THE AGENDA Mayor Johnson advised that a motion was in order at this time to adopt the agenda as presented. She also advised City Council that there is one addition to tonight’s agenda under Staff Reports. City Manager Roberts explained that staff wished to provide a Hurricane Preparedness Update. Council Member Fawcett, on a motion seconded by Council Member Johnson, moved to amend the agenda to add aforementioned item under Staff Reports and adopt the remainder of the agenda, as presented, by the following vote: AYES: Mayor L. CONSENT AGENDA City Clerk Dawley presented the following Consent Agenda items: Consent Agenda Item #7 - An ordinance to accept and appropriate funds from the Virginia Department of Motor Vehicles Highway Safety Grant Program for the Suffolk Police Department Consent Agenda Item #8 - A resolution authorizing the City Manager to execute a Federal Aviation Administration grant agreement for Airport Improvement Program Project 3-51-0050-027-2017 Referring to Consent Agenda Items #7 and #8, City Manager Roberts submitted a review of the background information as printed in the official agenda. NEW BUSINESS Council Member Duman, on a motion seconded by Council Member Fawcett, moved to direct City Manager Roberts to provide City Council with a recommendation that would facilitate renaming Character Corner to Damani Square to include compliance with current policy, any suggestions for recognition on site, and any other formal action that would be required, by the following vote: AYES: Mayor L. Johnson, Vice Mayor Bennett, and Council Members Duman, Fawcett, T. Johnson and Milteer 6 NAYS: None (Council Member Goldberg and Council Member Ward were excused.) 0 ANNOUNCEMENTS AND COMMENTS Utilizing a PowerPoint presentation, Media and Community Relations Assistant Director Tim Kelley reported on the following: Suffolk Public Library’s receipt of the Business Investment in Babies Award; the election of Larry Brunson, Suffolk Workforce Development Coordinator, to the National Association of Workforce Development Professionals Board of Directors; 11th Annual Taste of Suffolk Street Festival; a community meeting to discuss aquatics feasibility; 22nd Annual City Treasurer’s United Way Golf Tournament; R(e)Cycling Drive and Tire Amnesty Day; and Suffolk Police Department’s Badge Pinning Ceremony. Council Member Fawcett congratulated the Suffolk Public Library on the receipt of the Business Investment in Babies Award. Council Member Fawcett announced the 11th Annual Taste of Suffolk Street Festival and the R(e)Cycling Drive and Tire Amnesty Day. Council Member Fawcett opined about hurricane preparedness. Council Member Milteer opined about hurricane preparedness. Council Member Johnson opined about the Nansemond Indian Tribal Association’s Annual Pow Pow, Suffolk Public School’s New Teachers Breakfast and Convocation. Council Member Johnson acknowledged the 375th anniversary of Glebe Church and the 150th anniversary of Zion Christian Church. Council Member Duman opined about the Suffolk Public School’s Convocation and the Suffolk STEM Youth Academy Summer Road Tour. 4 City Council Regular Meeting September 6, 2017 Vice Mayor Bennett thanked Kenneth Carpenter for attending. Vice Mayor Bennett opined about the Suffolk Public School’s New Teacher Breakfast. Vice Mayor Bennett opined about hurricane preparedness. Mayor Johnson announced she attended the ribbon cutting for Suffolk BBQ at the Suffolk Executive Airport and the Suffolk Public School’s Convocation. Mayor Johnson encouraged residents to attend the 11th Annual Taste of Suffolk Street Festival and the Walk to End Alzheimer's. Mayor Johnson opined about hurricane preparedness.
