Council Member Milteer offered the Invocation, and Girl Scout Troop 3252 led the Pledge of Allegiance. FREEDOM OF INFORMATION ACT CERTIFICATION City Clerk Dawley presented a resolution certifying the Closed Meeting of November 7, 2018, pursuant to Section 2.2-3712 of the Code of Virginia (1950), as amended. Council Member Fawcett, on a motion seconded by Council Member Duman, moved to approve the resolution, as presented, by the following vote: AYES: Mayor L. ORDINANCES Ordinance - An ordinance to establish the Downtown Implementation Plan Initiatives Project and to authorize the transfer of existing capital funds to begin implementation Utilizing a PowerPoint presentation, City Manager Roberts offered a report on the background information as printed in the official agenda. Council Member Goldberg, on a motion seconded by Vice Mayor Bennett, moved to approve the ordinance, as presented, by the following vote: AYES: Mayor L. Johnson, Vice Mayor Bennett, and Council Members Duman, Fawcett, Goldberg, T. Johnson, Milteer and Ward 8 NAYS: None 0 AN ORDINANCE TO ESTABLISH THE DOWNTOWN IMPLEMENTATION PLAN INITIATIVES PROJECT AND TO AUTHORIZE THE TRANSFER OF EXISTING CAPITAL FUNDS TO BEGIN IMPLEMENTATION Ordinance - An ordinance to amend the previously approved proffered conditions of the Hampton Roads Crossing Mixed Use Development for property located at 1000 University Boulevard, Zoning Map 13G, Parcels 2 and 2*1; RZN2018-008 (Conditional) Utilizing a PowerPoint presentation, Planning and Community Development Director David Hainley supplied a summation of the background information as printed on the official agenda. Referring to the presentation, Council Member Duman opined about the issue of student generation in the Unified Development Ordinance, specifically any action needed to change the formula. Planning and Community Development Director Hainley explained that the City did change the Unified Development Ordinance in order to address the issue of student generation. He added that mixed used developments are different, as they generally do not result in a high number of students. Council Member Goldberg, on a motion seconded by Council Member Duman, moved to approve the ordinance, by the following vote: AYES: Mayor L. ANNOUNCEMENTS AND COMMENTS City Manager introduced the new Parks and Recreation Director Mark Furlo and thanked Parks and Recreation Assistant Director Helen Gabriel for her service. Utilizing a PowerPoint presentation, Media and Community Relations Assistant Director Tim Kelley reported on the following: ribbon cuttings for ABNB Federal Credit Union, Home Instead Senior Care, Edward Jones, and Kroger; the Nansemond Parkway-Portsmouth Boulevard Joint Ribbon Cutting Ceremony; Suffolk Police Department’s Top Cop honoree Officer Clifton Sessoms; the Electronics Recycling Drive; the Grand Illumination; the 7th Annual Artisan Gift Fair; the Suffolk Police Department’s Badge Pinning Ceremony; the (Re)Stored Pop-up Shops event; and the City’s observance of Veterans Day and Thanksgiving holidays. Council Member Goldberg reported he attended the Greater Hampton Roads Crime Line Top Cop Awards Dinner and the Kroger ribbon cutting. 4 City Council Regular Meeting November 7, 2018 Council Member Fawcett thanked Parks and Recreation Assistant Director Helen Gabriel for her service and welcomed new Parks and Recreation Director Mark Furlo. Council Member Fawcett announced he attended the ABNB ribbon cutting and the Greater Hampton Roads Crime Line Top Cop Awards Dinner. Council Member Milteer opined about the ordinance to establish the Downtown Implementation Plan Initiatives Project and to authorize the transfer of existing capital funds to begin implementation. Council Member Johnson thanked Mr. Ginas for attending tonight’s meeting. Council Member Johnson opined about the Obici Healthcare Foundation’s youth health initiative. Council Member Ward reported he attended the following ABNB, Edward Jones and Home Instead Senior Care ribbon cuttings and the Greater Hampton Roads Crime Line Top Cop Awards Dinner. Council Member Ward announced a fundraiser for hurricane victims. Council Member Duman announced a fundraiser for hurricane victims. Council Member Duman announced he attended the Suffolk Fire and Rescue Awards Ceremony, the Obici Health Care Foundation and the Kroger ribbon cutting. Vice Mayor Bennett welcomed new Parks and Recreation Director Mark Furlo. Vice Mayor Bennett reported he attended the Kroger ribbon cutting; the Greater Hampton Roads Crime Line Top Cop Awards Dinner. Mayor Johnson extended her congratulations to Suffolk Police Department’s Top Cop honoree Officer Clifton Sessoms. Mayor Johnson acknowledged Mr. Ginas and Mr. Ed Beardsley. Mayor Johnson offered congratulations to incoming School Board Members. Mayor Johnson thanked Sentara Obici Hospital staff for their service to the City and specifically for their care in delivering her new grandson.
