City Council Regular Meeting May 1, 2019 Regular Meeting of the Suffolk City Council was held in the City Council Chamber, 442 West Washington Street, on Wednesday, May 1, 2019, at 7:00 p.m. PRESENT Council Members - Linda T. Council Member Milteer offered the Invocation and led the Pledge of Allegiance. FREEDOM OF INFORMATION CERTIFICATION There was no Closed Meeting, therefore, the Freedom of Information Act certification was not required. APPROVAL OF THE MINUTES Council Member Fawcett, on a motion seconded by Council Member Goldberg, moved to approve the minutes from the March 20, 2019, Work Session and Regular Meeting, as presented, by the following vote: AYES: Mayor L. Johnson, Milteer and Ward 8 NAYS: None 0 SPECIAL PRESENTATIONS Special Presentation - A proclamation in recognition of National Police Officer Memorial Week Mayor Johnson presented the above referenced item to Major Steve Patterson. 1 City Council Regular Meeting May 1, 2019 Special Presentation - Fill the Boot Month Proclamation and Presentation to Fire Chief Michael Barakey Mayor Johnson presented the above referenced item to Fire Chief Michael Barakey and Darcy Warren, Fundraising Coordinator, Muscular Dystrophy Association Greater Virginia, who offered remarks. REMOVAL OF ITEMS FROM THE CONSENT AGENDA AND ADOPTION OF THE AGENDA Mayor Johnson advised that a motion was in order at this time to adopt the agenda. CONSENT AGENDA City Clerk Dawley presented the following Consent Agenda items: Consent Agenda Item #7 – An ordinance to accept and appropriate funds that were collected from a surrendered performance surety for the Hillpoint Greens Subdivision Project Referring to Consent Agenda Item #7, City Manager Roberts submitted a review of the background information as printed in the official agenda. Johnson, Milteer and Ward 8 NAYS: None 0 PUBLIC HEARINGS Public Hearing – A public hearing to receive public comment on the Proposed Operating and Capital Budget for Fiscal Year 2019-2020 and related Ordinances Utilizing a PowerPoint presentation, Finance Director Tealen Hansen gave a summary of the background information as printed in the official agenda. The following individuals spoke in support of the proposed budget, as presented: 2 City Council Regular Meeting May 1, 2019 W. Randolph Carter, Clerk of the Circuit Court, 150 North Main Street. Majdah Schiavi, 157 North Main Street, representing Coalition Against Poverty in Suffolk. Cheryl Simpson, 9315 Grove Avenue, Norfolk, Virginia, Operations Manager, The Endependence Center. Linda Bunch, 1697 Wilroy Road, Executive Director, Suffolk Art League. Chris Dove, 852 Colonel Meade Drive, representing self, opined about the funding levels for Suffolk Public Schools. The following individuals spoke in support of the proposed budget, as presented: Darius Davenport, 3030 Silver Popular Court, representing the Foodbank of Southeastern Virginia and the Eastern Shore. Bob Hayes, 100 Tucker Drive, representing Western Tidewater Free Clinic. Ed Beardlsey, 116 Kathrine Street, representing Suffolk’s Premiere Art, Retail and Culinary Initiative. Hearing no other speakers, the public hearing is closed. Members of City Council opined about the proposed budget. Mayor Johnson announced that there is no action necessary tonight regarding this item. Public Hearing – A public hearing to receive public comment regarding a Resolution to adopt the Fiscal Year 2019-2020 Annual Action Plan for the City of Suffolk Community Development Block Grant Program (CDBG) and the Western Tidewater Home Consortium Home Investment Partnership Grant Program (HOME) Utilizing a PowerPoint presentation, Planning and Community Development Director David Hainley provided an overview of the background information, as printed in the official agenda. Hearing no speakers, the public hearing was closed. Mayor Johnson announced that there is no action necessary tonight regarding this item. ANNOUNCEMENTS AND COMMENTS Utilizing a PowerPoint presentation, Media and Community Relations Assistant Director Timothy Kelley reported on the following: the informational open house hosted by Dominion Energy regarding the Suffolk Swamp Winfall Transmission Line Rebuild; the new project completion date for the Route 460/Pruden Boulevard project; the start of the summer burn ban from May 1 – September 30, 2019; the 2019 season opening for the Suffolk Farmers’ Market; the Shake, Rattle and Roll Car Show and the Suffolk Police Department’s Law Enforcement Memorial Service. Council Member Johnson recognized the Suffolk Police Department. Council Member Ward opined about an award he received from the Suffolk Democratic Committee. Council Member Duman congratulated Council Member Ward on his receipt of an award from the Suffolk Democratic Committee. Council Member Milteer opined about the proposed Operating Budget for Fiscal Year 2019-2020 Operating and Capital Budget. Council Member Milteer expressed appreciation from South Division Street residents. Council Member Fawcett thanked Ms. Schiavi, who was in attendance. Vice Mayor Bennett opined about the upcoming Fill the Boot fundraiser. 4 City Council Regular Meeting May 1, 2019 Mayor Johnson reported she attended the following: an event at Creekside Elementary School; the Parks and Recreation Department’s Arbor Day Celebration; the Chesapeake State of the City; and the Hampton Roads Bridge Tunnel funding agreement signing. Council Member Fawcett, on a motion seconded by Council Member Johnson, moved to adjourn, by the following vote: AYES: Mayor L. Johnson, Vice Mayor Bennett, and Council Members Duman, Fawcett, Goldberg, T.
