City Council Work Session April 17, 2019 Work Session of the Suffolk City Council was held in the City Council Chamber, 442 West Washington Street, on Wednesday, April 17, 2019, 5:00 p.m. PRESENT Council Members - Linda T. Johnson, Mayor, presiding Leroy Bennett, Vice Mayor Michael D. Duman Roger W. Fawcett Donald Z. Goldberg Timothy J. Johnson Curtis R. Milteer, Sr. Lue R. Ward, Jr. Patrick G. Roberts, City Manager Helivi L. Holland, City Attorney Erika S. Dawley, City Clerk ABSENT None OVERVIEW OF TRANSPORTATION PROJECT DEVELOPMENT PROCESS AND INTERSECTION UPDATE Utilizing a PowerPoint presentation, Interim Public Works Director Louis Hansen offered a review of the above referenced item. Referring to the presentation, Vice Mayor Bennett opined about the Bridge Road (Route 17) and Crittenden Road Intersection Improvements project. Interim Public Works Director Hansen explained that it was determined that the final design was more cost effective and better for road alignment. Referring to the presentation, Vice Mayor Bennett queried about the impact of the Nansemond Parkway and Bennetts Pasture Road Intersection Improvements project. Interim Public Works Director Hansen advised that the final option avoids any spacing issues with the intersections and the cemetery in the area. Referring to the presentation, Council Member Fawcett asked about the Nansemond Parkway and Wilroy Road Intersection Improvements project, as it relates to traffic control at Nansemond River High School. Interim Public Works Director Hansen stated that there would be a signalized intersection to control traffic at Nansemond River High School, Sleepy Hole Road and Sportsman Boulevard. Referring to the presentation, Council Member Fawcett queried about the Nansemond Parkway and Wilroy Road Intersection Improvements project, as it related to a left turn lane into Nansemond River High School. Interim Public Works Director Hansen said that the project would include a left turn lane into Nansemond River High School. 1 City Council Work Session April 17, 2019 Referring to the presentation, Council Member Fawcett opined about the Nansemond Parkway and Wilroy Road Intersection Improvements project, as it relates to the inclusion of a flyover. Interim Public Works Director Hansen replied in the affirmative. Referring to the presentation, Council Member Fawcett called for information about the Nansemond Parkway and Wilroy Road Intersection Improvements project, as it relates to any potential impact on homes in the area. Interim Public Works Director Hansen reported that no homes would be impacted by the project. OVERVIEW OF WATER ACCESS PROJECTS Utilizing a PowerPoint presentation, Parks and Recreation Director Mark Furlo gave a report on the above referenced item. Referring to the presentation, Council Member Johnson inquired about the establishment of access to the Blackwater River. Parks and Recreation Director Furlo explained that the City has had some initial conversations with the State about pursing grants to develop a park in the area. Referring to the presentation, Council Member Johnson solicited information about the inclusion of the access to the Blackwater River in the Comprehensive Plan. Parks and Recreation Director Furlo said that access to the Blackwater River would be included in the Parks and Recreation Master Plan, which would be adopted as an addendum to the Comprehensive Plan. Referring to the presentation, Council Member Johnson opined about the Constants North Property. Parks and Recreation Director Furlo reported that the City has submitted two grants that if approved, will assist with the development of the property. Referring to the presentation, Council Member Johnson called for clarification about the type of pier under consideration at the Constants North Property. Parks and Recreation Director Furlo explained that staff is considering installing a fishing pier and observation decks on the property. Referring to the presentation, Vice Mayor Bennett queried about any current plans to establish a deep- water boat launch at the Driver Transmitter site. Parks and Recreation Director Furlo replied that during the review of the Parks and Recreation Master Plan, there will be an opportunity to consider the feasibility of establishing a deep water boat launch in that area. He added that it would be easier to address paddle craft access first as a deep-water boat launch will require dredging. Referring to the presentation, Council Member Goldberg sought information about the timeline for the improvements to the Constants North Property. Parks and Recreation Director Furlo indicated that the development of the property would depend on the outcome of the City’s grant applications. He added that the City would continue to pursue other grants as well. Referring to the presentation, Council Member Goldberg opined about the number of parking spots at the Constants North Property. Parks and Recreation Director Furlo reported that the property has about 20 parking spots. 2 City Council Work Session April 17, 2019 Council Member Duman opined about feasibility of a boat ramp at Lone Star Lakes Parks. Parks and Recreation Director Furlo said that Lone Star Lakes Park in one of the six sites under consideration for the installation of a boat ramp with deep-water access. He added that the study will include a cost analysis of the development on the access at each site. CLOSED MEETING City Clerk Dawley presented the Closed Meeting motion for City Council’s consideration: 1. Pursuant to Virginia Code Sections 2.2-3711(A)(8) and (A)(1), the consultation with legal counsel employed by a public body regarding specific legal matters requiring the legal advice of such counsel, and the discussion, consideration, or interviews of prospective candidates for appointment and the assignment, appointment, and performance of specific public officers or appointees of the City, specifically the appointments to the Virginia Municipal League Policy Committees and those shown on the attached list for vacancies or term expirations for Community Policy and Management Team, Early Childhood Development Commission, Senior Services of Southeast Virginia, Tidewater Youth Services Commission, and Wetlands Board; and 2. Pursuant to Virginia Code Section 2.2-3711(A)(3), the discussion of or consideration of the acquisition of real property for a public purpose, or of the disposition of publicly held real property, where discussion in an open meeting would adversely affect the bargaining position or negotiating strategy of the public body, specifically concerning property located in the City of Suffolk, Virginia and identified as Tax Map Parcel 12*28. Council Member Goldberg, on a motion seconded by Vice Mayor Bennett, moved that City Council convene in a closed meeting for the above referenced purposes, by the following roll call vote: AYES: Mayor L. Johnson, Vice Mayor Bennett, and Council Members Duman, Fawcett, Goldberg, T.
