Council Member Milteer offered the Invocation, and Devin Wilson, Boy Scout Troop #1, led the Pledge of Allegiance. FREEDOM OF INFORMATION CERTIFICATION City Clerk Dawley presented a resolution certifying the Closed Meeting of September 4, 2019, pursuant to Section 2.2-3712 of the Code of Virginia (1950), as amended. Council Member Fawcett, on a motion seconded by Council Member Johnson, moved to approve the resolution, as presented, by the following vote: AYES: Mayor L. Johnson, Milteer and Ward 8 NAYS: None 0 SPECIAL PRESENTATIONS Special Presentation - United Way Phillip Damuth, Vice President, Damuth Trane and Mattie Fitzgerald, Account Representative, United Way of South Hampton Roads, presented Mayor Johnson with a certificate of appreciation. Special Presentation - Proclamation in recognition of “International Literacy Day” City Manager Roberts said the requesters asked for a postponement of the presentation. Special Presentation – Suffolk Sister Cities International - Report on Youth Summer Activities Utilizing a PowerPoint presentation, Mary Anne Persons, Member, Suffolk Sisters Cities International, provided a summary of the above referenced item. Amari Smith, Jack Drake, Emma Joyer, and Rory King, Student Ambassadors, Suffolk Sister Cites International, offered supplementary information. REMOVAL OF ITEMS FROM THE CONSENT AGENDA AND ADOPTION OF THE AGENDA Mayor Johnson advised that a motion was in order at this time to adopt the agenda. CONSENT AGENDA City Clerk Dawley presented the following Consent Agenda items: Consent Agenda Item #7 - An ordinance to accept and appropriate a Walmart Community Grant for the City of Suffolk Sheriff’s Department 2 City Council Regular Meeting September 4, 2019 Consent Agenda Item #8 - An ordinance to accept and appropriate funds from the Virginia Department of Transportation State of Good Repair Program and to transfer local Urban Maintenance Funds for repaving sections of locally owned road segments Consent Agenda Item #9 - An ordinance to accept and appropriate funds from The Children’s Center for the Department of Public Utilities installation of the Wilroy Road 12-inch water main Consent Agenda Item #10 - A resolution authorizing the City Manager of the City of Suffolk to execute a Cooperation Agreement between the City of Suffolk and the Suffolk Redevelopment and Housing Authority Referring to Consent Agenda Items #7 through #10, City Manager Roberts submitted a review of the background information as printed in the official agenda. ORDINANCES Ordinance – An ordinance to rezone and amend the official zoning map of the City of Suffolk to change the zoning from B-2, General Commercial Zoning District, to RU-12, Residential Urban-12, Zoning District, for property located at 2575 and 2665 Pruden Boulevard, Zoning Map 25, Parcels 56 and 56B; RZN2018-017 (Conditional) Utilizing a PowerPoint presentation, Planning and Community Development Director David Hainley gave a synopsis on the background information as printed in the official agenda. Council Member Fawcett, on a motion seconded by Council Member Goldberg, moved to approve the ordinance, as presented. Council Member Duman queried about the timeline for the request for proposals for the study regarding school infrastructure and student generation rates. City Manager Roberts explained that the request for proposals are due by the first of the week, but the study will not be completed before the first of the year. Council Member Duman opined about the items included in the study regarding school infrastructure and student generation rates. City Manager Roberts said that the study will include methodology to determine student generation as it relates to housing types, future school developments, student attendance policies and other related information. 3 City Council Regular Meeting September 4, 2019 Council Member Duman opined about the remaining acreage reserved for commercial on the parcel under consideration. Planning and Community Development Director Hainley advised that there is a six-acre wedge shaped property on the parcel reserved for commercial. Referring to the presentation, Council Member Duman opined about the increased amount the developer will pay to advance capacity for additional students at the elementary school level. Planning and Community Development Director Hainley replied that the developer has increased the contribution to advance capacity for additional students at the elementary school approximately $5,000.00. Mayor Johnson asked if the formula used for student generation rates is codified. City Manager Roberts stated that there are two formulas. He explained that the student generation rate is in the Unified Development Ordinance, and the cost per pupil cost formula is an administrative decision. Referring to the presentation, Council Member Ward asked how long the parcel was vacant. City Manager Roberts replied that the parcel is largely undeveloped. NEW BUSINESS City Clerk Dawley presented the following board and commission nominations for City Council’s consideration: Human Services Advisory Board – Sandra Olanitori; Wetlands Board – Richard Vroman and Southside Network Authority – City Manager Patrick Roberts (voting member) and Information Technology Director Ken Beam (alternate voting member) Council Member Fawcett, on a motion seconded by Council Member Goldberg, moved to nominate and appoint the above referenced individuals to the aforementioned bodies, by the following vote: AYES: Mayor L. Johnson, Milteer and Ward 8 NAYS: None 0 5 City Council Regular Meeting September 4, 2019 ANNOUNCEMENTS AND COMMENTS Utilizing a PowerPoint presentation, Media and Community Relations Assistant Director Timothy Kelley reported on the following: the opening of Youth Winter League Registration; the publication of the City of Suffolk program guide; the Taste of Suffolk; the Suffolk Humane Society adopt-a-thon; the Keep Suffolk Beautiful Church Cleanup Challenge; the Suffolk Police Department’s Open House; the sale of Suffolk Transit day passes and hurricane preparedness websites. Council Member Goldberg extended his condolences to Council Member Fawcett on the passing of his mother-in-law. Council Member Goldberg opined about hurricane preparedness and Taste of Suffolk. Council Member Goldberg acknowledged the Suffolk Fire Department for their efforts to extinguish a fire downtown. Council Member Fawcett acknowledged the Suffolk Fire Department for their efforts to extinguish a fire downtown. Council Member Fawcett announced he attended the funeral of former Deputy Fire Chief Simon Cowan and the events hosted by Suffolk Sister Cities Commission. Council Member Fawcett opined about the Taste of Suffolk and Suffolk Police Department’s Open House. Council Member Fawcett acknowledged all of the City employees who worked during the recent storm. Council Member Fawcett expressed his appreciation for the condolences on the passing of his mother- in-law. Council Member Milteer reported that he attended Congressman Robert Scott’s Annual Labor Day Picnic. Council Member Milteer opined about the General Assembly. Council Member Duman extended his condolences to Council Member Fawcett on the passing of his mother-in-law. Council Member Duman announced he attended the funeral of former Deputy Fire Chief Simon Cowan. Council Member Duman opined about the publication of the City of Suffolk program guide. Council Member Duman encouraged the residents to attend the Mutt Strut. Council Member Ward extended his condolences to Council Member Fawcett on the passing of his mother-in-law. 6 City Council Regular Meeting September 4, 2019 Council Member Ward called for information about the bedbug issue at Chorey Park. City Manager Roberts indicated that he would contact Suffolk Redevelopment and Housing Development Executive Director Tracy Snipes for more information. Council Member Ward reported he visited Colonel Fred Cherry Elementary School and Northern Shores Elementary School. Council Member Johnson expressed his appreciation to City employees for their efforts. Council Member Johnson opined about back to school safety, farm vehicle safety and hurricane preparedness. Vice Mayor Bennett extended his condolences to Council Member Fawcett on the passing of his mother-in-law. Vice Mayor Bennett reported he attended the funeral of former Deputy Fire Chief Simon Cowan. Vice Mayor Bennett congratulated Dr. L.D. Britt on being named the Suffolk Rotary Club’s First Citizen. Vice Mayor Bennett encouraged residents to attend the Boys and Girls Club Suffolk Unit’s Oyster Roast. Vice Mayor Bennett opined about storm preparedness. Mayor Johnson extended her condolences to Council Member Fawcett on the passing of his mother-in- law. Mayor Johnson acknowledged the members of the Suffolk Sister Cities Commission and Devin Wilson, Boy Scout Troop #1, who were in attendance. Mayor Johnson encouraged citizens to attend the Taste of Suffolk. Mayor Johnson opined about the upcoming General Assembly Session and the publication of the City of Suffolk program guide. Mayor Johnson acknowledged all of the City employees who worked during the recent storm.
