City Council Work Session August 21, 2019 Work Session of the Suffolk City Council was held in the City Council Chamber, 442 West Washington Street, on Wednesday, August 21, 2019, 4:00 p.m. PRESENT Council Members - Linda T. Johnson, Mayor, presiding Leroy Bennett, Vice Mayor Michael D. Duman Roger W. Fawcett Donald Z. Goldberg Timothy J. Johnson Curtis R. Milteer, Sr. Lue R. Ward, Jr. Patrick G. Roberts, City Manager Helivi L. Holland, City Attorney Erika S. Dawley, City Clerk ABSENT None SUFFOLK POLICE DEPARTMENT RECRUITMENT AND RETENTION INITIATIVES Utilizing a PowerPoint presentation, Police Chief Thomas Bennett gave an update about the above referenced item. Council Member Duman asked about the number of police cadets in the Hampton Roads Criminal Justice Training Academy. Police Chief Bennett said that there are currently nine police cadets in the academy and 13 or 14 police officers that have completed the academy in field training. Referring to the presentation, Mayor Johnson opined about the amount of the proposed current police employee recruitment bonus. City Manager Roberts stated that staff has proposed $500.00 for the bonus, but it is possible that amount could be increased. SUFFOLK EXECUTIVE AIRPORT AND ECONOMIC DEVELOPMENT UPDATE Utilizing a PowerPoint presentation, Economic Development Director Kevin Hughes offered a report on the above referenced items. 1 City Council Work Session August 21, 2019 CLOSED MEETING City Clerk Dawley presented the Closed Meeting motion for City Council’s consideration: 1. Pursuant to Virginia Code Sections 2.2-3711(A)(8) and (A)(1), the consultation with legal counsel employed by a public body regarding specific legal matters requiring the legal advice of such counsel, and the discussion, consideration, or interviews of prospective candidates for appointment and the assignment, appointment, and performance of specific public officers or appointees of the City, specifically the appointments as shown on the attached list for vacancies or term expirations for Early Childhood Development Commission, Fine Arts Commission, Human Services Advisory Board, Local Board of Building Code Appeals, Parks and Recreation Advisory Commission, Planning Commission, Planning Council, Sister Cities Commission, Suffolk Clean Community Commission, Suffolk Housing and Redevelopment Authority Board of Commissioners, Tidewater Emergency Medical Services, Tidewater Youth Services Commission, and Wetlands Board; and 2. Pursuant to Virginia Code Section 2.2-3711(A)(19), the discussion of plans to protect public safety as it relates to terrorist activity or specific cybersecurity threats or vulnerabilities and briefings by staff members, legal counsel, or law enforcement or emergency service officials concerning actions taken to respond to such matters or a related threat to public safety; discussion of information subject to the exclusion in subdivision 2 or 14 of § 2.2-3705.2, where discussion in an open meeting would jeopardize the safety of any person or the security of any facility, building, structure, information technology system, or software program; or discussion of reports or plans related to the security of any governmental facility, building or structure, or the or the safety of persons using such facility, building or structure specifically regarding active shooter training; and 3. Pursuant to Virginia Code Section 2.2-3711(A)(5), the discussion of a prospective business or industry or the expansion of an existing business or industry where no previous announcement has been made of the business’ or industry’s interest in locating or expanding its facilities in the community, specifically regarding Project Fin and Project Patriot; and 4. Pursuant to Virginia Code Section 2.2-3711(A)(3), the discussion or consideration of the acquisition of real property for a public purpose, where discussion in an open meeting would adversely affect the bargaining position or negotiating strategy of the public body specifically regarding Tax Map 20*25*D2, Tax Map 6*27D*2A and 6*27B. Council Member Fawcett, on a motion seconded by Council Member Duman, moved that City Council convene in a closed meeting for the above referenced purposes, by the following roll call vote: AYES: Mayor L. Johnson, Vice Mayor Bennett, and Council Members Duman, Fawcett, Goldberg, T.
