APPROVAL OF THE MINUTES Council Member Williams, on a motion seconded by Council Member Fawcett, moved to approve the minutes from the July 20, 2022, Work Session and Regular Meeting, as presented, by the following roll call vote: AYES: Mayor Duman, Vice Mayor Ward, and Council Members Bennett, Butler Barlow, Fawcett, Johnson, Rector and Williams 8 NAYS: None 0 SPECIAL PRESENTATIONS Special Presentation – Information Technology GIS Division Award for receiving the Excellence in Online Practice at the 2022 Innovate – Public Asset Management Conference Utilizing a PowerPoint presentation, Dr. Charles Kiriakou, Information Technology Director, provided information on the above referenced item. 1 City Council Regular Meeting February 1, 2023 REMOVAL OF ITEMS FROM THE CONSENT AGENDA AND ADOPTION OF THE AGENDA City Manager Moor advised that Item Number 15 – Motion requires the following amendment - “A motion to schedule a public hearing for February 15, 2023, to amend Chapter 58, Article II Section 31- 33 and Chapter 58, Article I, Section 1-17 of the City Code Concerning Regulations Associated with Using the City’s Public Parks” and adopt the remainder of the agenda as presented. ANNOUNCEMENTS AND COMMENTS Utilizing a PowerPoint presentation, Interim Media and Community Relations Director Jennifer Moore provided a report on the following: the City’s observance of the President’s Day holiday; the Finance Department’s receipt of the Government Finance Officers Association Award for Outstanding Achievement in Popular Annual Financial Reporting; Public Utilities Department’s Smoke Testing Reminder; Suffolk Police Department’s Citizen Engagement Opportunity “Coffee with the Chief”; the Suffolk Police Department’s participation Annual Polar Plunge; the Suffolk Public Works Department’s Quarterly Report; City of Suffolk’s Community Engagement Sessions; the Suffolk Public Library’s Free Afternoon Snack Program; the Underground Railroad Pavilion Tour; upcoming Keep Suffolk Beautiful Community events; registration open for Suffolk Spring Sports League and the survey for the Holland Playground. Council Member Rector reported he attended the opening of the Sentara Hospice Care Center. Council Member Bennett called for the replacement of barriers on Nansemond Parkway and Wilroy Road. Council Member Johnson encouraged residents to attend the Suffolk Art League Antique Art Show. Council Member Rector acknowledged all of the participants in the Suffolk Art League Student Art Exhibit. Council Member Rector acknowledged Cole Christian, a graduate of Nansemond Suffolk Academy, on being a member of the Super Bowl Champion Kansas City Chiefs. Council Member Rector requested information about the City’s emergency preparedness training, specifically in the event of a train derailment. Council Member Fawcett opined about the unveiling of a mural at Suffolk Christian Academy, in partnership with the Suffolk Sheriff’s Department. Council Member Rector announced he attended the Suffolk 2045 Community Engagement Session. Council Member Williams congratulated Planning and Community Development Director Kevin Wyne on his promotion. 5 City Council Regular Meeting February 1, 2023 Council Member Williams announced he attended the Virginia Municipal League’s Local Government Day. Council Member Williams reported on two town hall meetings in the Whaleyville Borough. Council Member Williams offered condolences to the families of Pastor Skinner of New Paul Temple Church, Deacon Parker of New Mount Joy Food Ministries and Tyre Nichols in Memphis, TN. Council Member Fawcett congratulated Planning and Community Development Director Kevin Wyne on his promotion. Council Member Fawcett reported difficulty in finding the Suffolk 2045 Community Engagement Session on the City’s website. Council Member Fawcett said he attended the Suffolk 2045 Community Engagement Session. Council Member Fawcett offered comments about Black History Month. Council Member Butler Barlow congratulated Planning and Community Development Director Kevin Wyne on his promotion. Council Member Butler Barlow encouraged public participation in the Suffolk 2045 Community Engagement Session. Council Member Butler Barlow offered best wishes to Brenda Brown on retirement. Council Member Bennett congratulated Planning and Community Development Director Kevin Wyne on his promotion. Council Member Johnson congratulated Planning and Community Development Director Kevin Wyne on his promotion. Council Member Johnson addressed Wayne Boyce’s comments. Council Member Johnson encouraged public participation in the Suffolk 2045 Community Engagement Session. Vice Mayor Ward congratulated Planning and Community Development Director Kevin Wyne on his promotion. Vice Mayor Ward offered remarks about Tyre Nichols. Vice Mayor Ward reported he attended the Virginia Municipal League’s Local Government Day. Vice Mayor Ward commented on the two town hall meetings in Whaleyville borough. Mayor Duman congratulated Planning and Community Development Director Kevin Wyne on his promotion. 6 City Council Regular Meeting February 1, 2023 Mayor Duman reported he attended a Community Outreach Coalition meeting. Mayor Duman opined about the Sentara Hospice Care Center. Mayor Duman said he participated in the Sell 757 ribbon cutting. Mayor Duman congratulated Brenda Brown on retirement. Mayor Duman encouraged attendance at the Suffolk Human Society’s Paws for the Arts. Mayor Duman commented on the Education Committee. Mayor Duman repeated the Suffolk 2045 Community Engagement events schedule.
