CONSENT AGENDA City Clerk Dawley presented the following Consent Agenda items: Consent Agenda Item #7 - An ordinance to accept and appropriate funds in support of the City of Suffolk Sheriff’s Department Community Outreach Program 2 City Council Regular Meeting June 7, 2023 Consent Agenda Item #8 - An ordinance to accept and appropriate funds from the Virginia Department of Transportation Fiscal Year 2023 Highway Safety Improvement Program for the Portsmouth Boulevard Sidewalk Phase III project Consent Agenda Item #9 - An ordinance to accept and appropriate funds from the Virginia Department of Transportation State of Good Repair Program for the Elwood Road over Kingsdale Swamp Bridge Replacement project Consent Agenda Item #10 – An ordinance to amend Chapter 38 of the Code of the City of Suffolk, Virginia by amending Section 38-34 and adding Section 38-34.1 concerning powers and duties of the Fire Marshal Referring to Consent Agenda Items #7 through #10, City Manager Moor submitted a review of the background information as printed in the official agenda. ORDINANCES Ordinances – An ordinance to reconsider previously approved rezoning, RZN2022-004 (Conditional), in order to rezone and amend the official zoning map of the City of Suffolk in order to amend the previously approved proffered conditions, for the Bennett's Creek Quarter Development, Zoning Map 12, Parcels 32*1, 32*2, 32*3, 32*4, and 32*CH*l, Account Numbers 306004377, 306004378, 306004379, 306004380, and 306004381; RZN2022-004 (Conditional) (This item was continued from the February 15, 2023, City Council Meeting.) Utilizing a PowerPoint presentation, Planning and Community Development Director Kevin Wyne offered a synopsis of the background information in the official agenda. Council Member Fawcett, on a motion seconded by Council Member Williams, moved to approve the ordinance with the amended proffers, as submitted. Referring to the presentation, Council Member Butler Barlow sought clarification about the completion of the Bridge Road Project, as it relates to the efficiency of the proffers. Council Member Butler Barlow, on a motion seconded by Council Member Johnson motion, moved to approve the resolution, as presented, by the following roll call vote: AYES: Mayor Duman, Vice Mayor Ward, and Council Members Bennett, Butler Barlow, Fawcett, Johnson, Rector and Williams 8 NAYS: None 0 A RESOLUTION AUTHORIZING THE CITY MANAGER TO APPROVE PASSIVE OPEN SPACE EASEMENTS STAFF REPORT – 2045 Comprehensive Plan Update Utilizing a PowerPoint presentation, Principal Planner William Keith Cannady and Sarah Kelly, Senior Planning Manager, with Planning NEXT, the City’s consultant, gave reports about the above referenced topic. Referring to the presentation, Council Member Rector asked whether the amount of community participation is satisfactory. Ms. Kelly advised that they are pleased with the overall engagement, but further sessions are planned for the winter to gain a greater depth of understanding. Referring to the presentation, Council Member Rector inquired about the methodology used to encourage a wide range of participation. Terran Jones, 103 Freedom Lane, President, representing Patriots Walke Homeowners Association, spoke about speeding in Patriots Walke. Gloria Samarah, 8313 Hudgins Circle, representing self, was not present when called. Thomas Rein, 119 Suffolk Meadows Boulevard, representing self, offered comments in support of the Suffolk Human Society. Thomas Woodward, 227 North Main Street, representing self, talked about the accessibility ramp at 157 N. Main Street. Donald Green, 106 Willow Street, representing self, requested infrastructure improvements on Willow Street. NEW BUSINESS City Clerk Dawley presented the following item for consideration: a motion to nominate and appoint Jackie Cherry as the Chuckatuck Borough representative on the Economic Development Authority of the City of Suffolk. 5 City Council Regular Meeting June 7, 2023 Council Member Butler Barlow, on a motion seconded by Council Member Johnson, moved to nominate and appoint the aforementioned individual to the respective committee, by the following vote: AYES: Mayor Duman, Vice Mayor Ward, and Council Members Bennett, Butler Barlow, Fawcett, Johnson, Rector and Williams 8 NAYS: None 0 ANNOUNCEMENTS AND COMMENTS Utilizing a PowerPoint presentation, Media and Community Relations Director Jennifer Moore provided a report on the following: City’s observance of the Juneteeth Holiday; the appointment of Meg Pittenger as Planning and Community Development Assistant Director; National Night Out Community Kickoff; Know Your Zone campaign in advance of hurricane season; Comprehensive Planning Open Houses for Suffolk2045; end of the warning period for automated traffic enforcement cameras of red light, school zone, school bus stop-arm and work zone enforcement cameras; availability of free mosquito dunks; father/daughter dance at East Suffolk Recreation Center; screening of Black Panther at the Suffolk Center for Cultural Arts sponsored by the Tourism Division; Parks and Recreation Department’s TGIF Summer Concert series; Suffolk Public Library’s delivery service; and Suffolk Public Library Juneteenth programs.. Council Member Rector announced that he attended the Ruritan Founders Day parade. Council Member Rector opined about the recent tax relief seminar. Council Member Rector reported he attended the following: the ForKids Financial Opportunity Center Ribbon Cutting; a tour of the Commonwealth’s Attorney’s office; and American Legion Post 88’s Memorial Day ceremony at Albert G. Horton Memorial Veterans Cemetery; the Chesapeake Bay Foundation’s Clean the Bay Day; Cypress Park Pool Ribbon Cutting and a visit to Edenton and Elizabeth City with Economic Development. Council Member Williams reported on his attendance at the Saratoga/Philadelphia Civic League meeting. Council Member Williams offered his condolences to the families of the late Reverend Willie Covington and the late Doug Jones. Council Member Fawcett expressed appreciation to Obici Health Foundation. Council Member Fawcett acknowledged the appointment of Meg Pittenger as Planning and Community Development Assistant Director. Council Member Butler Barlow opined about the Capital Improvement Plan and American Rescue Plan Act projects and Comprehensive Plan updates. Council Member Bennett expressed appreciation to City Treasurer Ronald Williams for his donation to the Boys and Girls Club of Southeastern Virginia-Suffolk Unit. Council Member Bennett reported he went to the Cypress Park Pool Ribbon Cutting. 6 City Council Regular Meeting June 7, 2023 Council Member Bennett expressed condolences to the family of the late John Monroe. Council Member Bennett congratulated the Suffolk Police Department on its recent recruits. Council Member Johnson reported he attended the Ruritan Founders Day and the Suffolk Clean Community Commission Volunteer Appreciation Event. Council Member Johnson expressed condolences to the family of the late John Monroe. Vice Mayor Ward expressed appreciation to Public Work Director Robert Lewis for assistance in repairing a light fixture. Vice Mayor Ward expressed condolences to the family of the late John Monroe. Mayor Duman opined about City Council’s retreat. Mayor Duman announced he attended the following: Cypress Park Pool Ribbon Cutting; meeting with the Commander of Naval Information Forces; and ForKids Financial Opportunity Center Ribbon Cutting. Mayor Duman reported on the recent Public Safety Committee meeting. Mayor Duman opined about the following: Suffolk Clean Community Commission’s Volunteer Appreciation Event; Chesapeake Bay Foundation’s Clean the Bay Day; the Bennett’s Creek Warrior’s Event at John Yeates Middle School; and the Hampton Roads Chamber of Commerce’s Valor Awards.
