City Council Work Session May 17, 2023 Work Session of the Suffolk City Council was held in the City Council Chamber, 442 West Washington Street, on Wednesday, May 17, 2023, 4:00 p.m. PRESENT Council Members - Michael D. Duman, Mayor, presiding Lue R. Ward, Jr., Vice Mayor Leroy Bennett Shelly Butler Barlow Roger W. Fawcett Timothy J. Johnson John T. Rector LeOtis L. Williams Erika S. Dawley, City Clerk William E. Hutchings, Jr., City Attorney Albert S. Moor, II, City Manager ABSENT None SOUTHSIDE NETWORK AUTHORITY UPDATE Utilizing a PowerPoint presentation, Steven DeBerry, Executive Director, Southside Network Authority, gave a report about the above referenced item. HISTORIC DISTRICT GUIDELINES AMENDMENT UPDATE Utilizing a PowerPoint presentation, Principal Planner William K. Cannady submitted a summary of the above referenced item. Council Member Rector opined about the age of a building as it relates to nonconforming structures. Principal Planner Cannady said that historical preservation agencies generally use 50 years. Referring to the presentation, Council Member Butler Barlow called for clarification about the enforcement of historical regulations outside of the downtown area. Principal Planner Cannady explained that historic properties outside of the local historical districts fall under state and federal historic standards. Referring to the presentation, Council Member Williams sought information about the appeal process, in the event that a property owner is denied administratively. Principal Planner Cannady stated that if a property owner cannot reach an administrative agreement, they can appeal to the Historical Landmarks Commission. Council Member Rector opined about the consideration of the historical regulations as it relates to the design of the new Morgan Public Library.
