REMOVAL OF ITEMS FROM THE CONSENT AGENDA AND ADOPTION OF THE AGENDA City Manager Moor advised that Item #16 – an ordinance to accept and appropriate funds from the Virginia Outdoors Foundation for land acquisition for the future Hobson Park Project - needs to be removed from the agenda. Additionally, he submitted a summary of the background information as printed in the official agenda regarding the companion item - an ordinance to authorize a quitclaim deed between the City of Suffolk and the Suffolk-Nansemond Chapter of the Izaak Walton League of America, Incorporated, for the conveyance of real property located on Tax Map and Parcel 25*15. STAFF REPORT – Automated Traffic Enforcement Update Utilizing a PowerPoint presentation, Public Works Director Robert Lewis and Police Chief Alfred Chandler supplied information on the above referenced item. Referring to the presentation, Council Member Johnson asked whether the number of accidents will be quantifiable. Police Chief Chandler explained that a more accurate reading will be obtained by collecting the appropriate amount of data. Referring to the presentation, Council Member Fawcett inquired about the timeline for the red-light cameras to be installed. Public Works Director Lewis advised that the timelines for each camera varies, due to its location and conditions. Referring to the presentation, Council Member Fawcett opined about the 30-day warning period, as it relates to the activation of the red-light cameras. Public Works Director Lewis replied there is a 30-day warning period for all of the automated traffic enforcement cameras. Referring to the presentation, Council Member Fawcett queried about the feasibility of mobile cameras. Police Chief Chandler advised that cameras can be mobile only in school and work zones in accordance with Virginia Code. Referring to the presentation, Council Member Fawcett sought clarification about the amount of the fine for violations. Police Chief Chandler advised that the violation fee is a flat rate and is not based on the number of miles over the speed limit. Referring to the presentation, Council Member Fawcett requested information about the methodology that will be used to collect fines from tractor trailers, since their license plates differ from those on the trucks. Public Works Director Lewis said the contractor will work with the companies that are fined. Referring to the presentation, Mayor Duman solicited information about the hours of work construction. Public Works Director Lewis advised that work zones generally operate between 7:00 a.m. and 5:00 p.m. He concluded that staff advises the camera company if work has to occur outside of those hours. Referring to the presentation, Mayor Duman asked about the role of Suffolk Police Department in the process. Police Chief Chandler said staff reviews to ensure the correct identification of vehicles. Council Member Williams called for an explanation of the video footage recorded by the FLOCK camera at Webb Street and Hunter Street. Police Chief Chandler explained that those cameras are looking for criminal activity. He concluded that footage is generally kept for 30 days unless it is needed for a case. 5 City Council Regular Meeting August 2, 2023 Referring to the presentation, City Manager Moor requested a reiteration of the destination of funds collected by the fines. Public Works Director Lewis said that the revenue would be directed toward a highway safety improvement fund. ANNOUNCEMENTS AND COMMENTS Utilizing a PowerPoint presentation, Media and Community Relations Director Jennifer Moore provided a report on the following: National Night Out; the opening of N’Spire Personal Training; the Parks and Recreation Department’s Jazz on the Lawn; the Parks and Recreation Department’s Teen Summit; the Keep Suffolk Beautiful Recycling Drive; the Parks and Recreations Department’s TGIF Summer Concert Series; and Suffolk Tourism’s screening of Top Gun Maverick. Council Member Butler Barlow reported she attended the Greater Oakland Chuckatuck Civic League meeting and National Night Out events. Council Member Butler Barlow gave a report about the Agricultural Advisory Committee. Council Member Bennett opined about National Night Out. Council Member Bennett talked about Suffolk Police Department’s Youth Explorer’s Program. Council Member Johnson opined about the Agricultural Advisory Committee and National Night Out. Council Member Johnson announced he went to a community meeting in Holland. Council Member Fawcett reported on the Public Safety Committee meeting. 6 City Council Regular Meeting August 2, 2023 Council Member Fawcett announced he attended the Virginia Modeling and Simulation Center Open House. Vice Mayor Ward reported he attended National Night Out. Vice Mayor Ward opined about the parking fee at Nansemond River High School. Mayor Duman reported on the recent Public Safety Committee meeting. Mayor Duman opined about the Virginia Modeling and Simulation Center Open House. Mayor Duman announced he attended the Boys and Girls Club of South Hampton Roads Suffolk Unit’s tour. Mayor Duman opined about National Night Out. Mayor Duman announced the Coastal Virginia Developers LLC donation of property to Paul D. Camp Community College for workforce development.
