Gardner, Clerk of the School Board JOINT WORK SESSION OF THE CITY COUNCIL AND THE SCHOOL BOARD Utilizing a PowerPoint presentation, Suffolk Public Schools Facilities and Planning Director Terry Napier gave a report about the above referenced item. Utilizing a PowerPoint presentation, Finance Director Tealen Hansen gave a report about the above referenced item. Utilizing a PowerPoint presentation, City Manager Moor summarized the estimate for the new John F. Kennedy Middle School. 1 City Council Work Session February 1, 2023 Mayor Duman announced that the School Board and City Council Members would have five minutes to provide comments or make inquiries, and then staff would address any questions. Referring to the presentation, Council Member Butler Barlow requested information on the cost effectiveness of separating the new John F. Kennedy Middle School, Southeastern Cooperative Educational Programs and the Data Center. Referring to the presentation Rector requested information about increasing capacity at the new John F. Kennedy Middle School, while enrollment is declining. Referring to the presentation, Council Member Williams inquired about the notification deadline for the State Literary Fund and which entity would present the application. Referring to the presentation, Dr. Brittingham asked whether all sources of funding were sought in order to make up the projected budgetary shortfall. Referring to the presentation, Dr. Brooks-Buck requested information regarding the type and volume of housing surrounding the new John F. Kennedy Middle School. In response to Council Member Butler Barlow’s question, Dr. Gordon advised that Southeastern Cooperative Educational Programs was separated from the new John F. Kennedy Middle School so that the entire school is not disrupted by Southeastern Cooperative Educational Programs operations. He further explained that the separation of the Data Center is a customer service issue. In response to Council Member Williams’ question, Finance Director Hansen advised that the notification deadline for the State Literary Fund is unknown. She concluded that the application is a joint venture between Suffolk Public Schools and the City. Kyle Laux, Senior Vice President, Davenport and Company, the City’s financial advisors, said that although the rate offered by the State Literary Fund is better, any loan would count against the City’s borrowing capacity. Referring to the presentation, Chair Riddick solicited information about the feasibility of building more joint facilities. Mr. Laux advised that policy is not in his purview. Council Member Rector requested information about the City’s emergency preparedness training, specifically in the event of a train derailment. Council Member Williams offered condolences to the families of Pastor Skinner of New Paul Temple Church, Deacon Parker of New Mount Joy Food Ministries and Tyre Nichols in Memphis, TN. Council Member Fawcett congratulated Planning and Community Development Director Kevin Wyne on his promotion. Duman, Mayor 7 AGENDA: August 2, 2023, Regular Session ITEM: Special Presentation – Presentation of the Freedom Flag To commemorate and memorialize the victims, heroes, and tragic events of September 11, 2001, Mr. Richard Nicholas Melito, a Suffolk native, designed a moving and appropriate symbol, the 9/11 “Freedom Flag.” Mr. Melito will present the Freedom Flag to City Council, during its August 2, 2023, meeting. Removal of Items from the Consent Agenda and Adoption of the Agenda Agenda Speakers AGENDA: August 2,2023,Regular Session ITEM: Consent Agenda-An ordinance to accept and appropriate funds from the Virginia Department of Criminal Justice Services for the Fifth Judicial District Community Corrections Program The City has been awarded $247,489 in state grant funds firom the Virginia Department ofCriminal Justice Services and anticipates $52,821 firom the City of Franklin and Counties of Isle of Wight and Southampton for the Fifth Judicial District Community Corrections Program(CCP). The CCP also estimates that it will collect $30,000 in supervision fees in FY2023-2024 firom defendants placed on probation by the Circuit, General District, and Juvenile and Domestic Relations Courts in the Fifth Judicial District. These funds will be used for operating expenses of the CCP in FY2023-2024 and must be accepted and appropriated by City Council. The CCP provides an array of punitive sanctions and punishments for the Fifth Circuit, General District, and Juvenile and Domestic Relations Courts. The CCP serves defendants placed under probation supervision for which they have been found guilty or that evidence is sufficient for a finding of guilt for Class 1 or 2 Misdemeanors or non-violent Class 5 or 6 Felonies. The CCP’s service area includes the Cities of Suffolk and Franklin and the Counties of Isle of Wight and Southampton. The City of Suffolk is the program administrator and the fiscal agent for CCP. Adoption of the attached ordinance is necessary to accept and appropriate these funds to the appropriate line item in the Consolidated Grants Fund budget for Fiscal Year 2023-2024. BUDGET IMPACT: Adoption ofthe attached ordinance will increase the planned revenues and expenditures of the Consolidated Grants fund by $330,310 for the above-noted purpose. Local fund support in the amount of $145,193 was approved in the FY2023-2024 Consolidated Grants Fund budget for the Fifth Judicial District Community Corrections Program. The City of Suffolk has previously been operating under the Virginia Department of Aviation Master Agreement on Terms and Conditions for Accepting State Aviation Funding Resources that was approved in 2017. The Master Agreement must be executed in order for the City to remain eligible to receive funding for facilities and equipment, security, maintenance, and aviation promotion projects for the Suffolk Executive Airport. RECOMMENDATION: Adopt the attached resolution ATTACHMENTS: Resolution Master Agreement AGENDA: August 2,2023,Regular Session ITEM: Consent Agenda - A resolution to endorse project application under the Transportation Alternatives Funding Program Attached is a resolution to endorse a project submission for the Transportation Alternatives Funding Program. Upon approval, funding will be for fiscal year 2025. RECOMMENDATION: Adopt the attached resolution ATTACHMENT: Resolution  RESOLUTION NUMBER: A RESOLUTION TO ENDORSE PROJECT APPLICATION UNDER THE TRANSPORTATION ALTERNATIVES EUNDING PROGRAM WHEREAS, in accordance with the Commonwealth Transportation Board’s construction allocation procedures, it is necessary that an endorsement, by resolution, be received from the local government applying for funding consideration; and WHEREAS,an endorsement by the City Council is necessary in order for the City of Suffolk’s application to proceed through the competitive state applieation process for the following project: Suffolk Seaboard Coastline Trail, Segment 3C - Provides a 2.7-mile trail segment from the northern terminus of Segment 3B, approximately 1.3-miles east of the Route 58 overpass at Nansemond Parkway, to Nansemond River High School, completing the gap between Segments 3A and 3B of the trail. The trail alignment will connect to the Nansemond/Wilroy Overpass to safely cross the Commonwealth Railway tracks. The typical section for the trail consists of a 10-foot-wide asphalt path with 2-foot-wide gravel shoulders. NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Suffolk, Virginia, hereby endorses this application for the Seaboard Coastline Trail, Segment 3C for consideration of funding, and BE IT FURTHER RESOLVED that the City of Suffolk hereby agrees to match twenty percent (20%)of the total cost for planning, design and construction of this project, and BE IT FURTHER RESOLVED that the City Manager is hereby authorized to do all things necessary in order to expedite the City application.
