STAFF REPORTS Staff Report - Live Entertainment and Nightclub Overview Utilizing a PowerPoint presentation, Planning and Community Development Director Kevin Wyne offered a summary of the background information as printed in the official agenda. Referring to the presentation, Council Member Bennett asked about the ending time for outdoor entertainment. Planning and Community Development Director Wyne advised that the proposed ordinance does not address that matter. He added that when a Conditional Use Permit application is submitted for outdoor entertainment, staff will provide a recommendation for each request. Referring to the presentation, Council Member Rector questioned whether current security requirements will be enforced, should the changes be made. Planning and Community Development Director Wyne replied in the affirmative. Andrea Parodi, 2655 River Watch Drive, representing self, opined about the structure of the proposed 2045 Comprehensive Plan. Deputy City Manager Kevin Hughes supplied a summary of the City’s activities as it relates to the Preserve at Lake Meade. Referring to the report, Mayor Duman asked about options available to the City and enforcement. Deputy City Manager Hughes advised that a plan of action has been formed, and the City has options in the event of non-compliance. 4 City Council Regular Meeting August 7, 2024 NEW BUSINESS City Clerk Dawley presented the following nomination for appointment to Tidewater Youth Services Commission – Harry Cromer. Council Member Bennett, on a motion seconded by Council Member Williams, moved to nominate and appoint the aforementioned individual to the respective body, as presented, by the following vote: AYES: Mayor Duman, Vice Mayor Ward, and Council Members Bennett, Butler Barlow, Fawcett, Johnson, Rector and Williams 8 NAYS: None 0 Council Member Rector, on a motion seconded by Council Member Fawcett, moved to request the Planning Commission, through its Committee on Ordinances, to review HB1415 – “Civil Penalties for Demolition of Historical Structures” and recommend potential updates to the Unified Development Ordinance or city policy that may be warranted and to bring those updates to City Council for consideration, by the following vote: AYES: Mayor Duman, Vice Mayor Ward, and Council Members Bennett, Butler Barlow, Fawcett, Johnson, Rector and Williams 8 NAYS: None 0 ANNOUNCEMENTS AND COMMENTS Utilizing a PowerPoint presentation, Media and Community Relations Director Jennifer Moore provided a report on the following: the appointment of Jesse Epperson as Deputy Police Chief; the Finance Department’s receipt of the Government Finance Officers Association Budget Presentation Award and the Certificate of Achievement for Excellence in Financial Reporting; the Southeastern Public Service Authority Interchange Improvement Project on Route 13/58/460; Free-Fare Saturdays sponsored by Suffolk Transit; the Public Utilities Department’s smoke test sewer lines program; upcoming Suffolk Workforce Development Center hiring events; the Parks and Recreation Department’s TGIF Summer Concert Series; Downtown Festival Park Grand Opening/50 Fest; and National Night Out. Council Member Butler Barlow opined about National Night Out. Council Member Bennett asked administration to look into speeding issues on White Marsh Road and Hosier Road. Council Member Bennett acknowledged all of the Non-Agenda Speakers in attendance. Council Member Bennett congratulated Judge Solomon Ashby on his appointment as Juvenile and Domestic Relations District Court Judge in the City of Portsmouth. Council Member Bennett extended his condolences to the family of late Suffolk Police Officer Gary Parker. Council Member Johnson opined about National Night Out. Council Member Johnson opined about flooding on Route 58. Council Member Johnson announced he attended the Downtown Festival Park Grand Opening/50 Fest. Council Member Johnson extended his condolences to the family of late Suffolk Police Officer Gary Parker. Council Member Rector acknowledged the following: the appointment of Deputy Police Chief Jesse Epperson; the Finance Department’s receipt of the Government Finance Officers Association Budget Presentation Award and the Certificate of Achievement for Excellence in Financial Reporting; and the Media and Community Relations Department’s receipt of the Silver Telly Award recognition for City video production. Council Member Rector reported he attended the Hampton Roads Chamber of Commerce Valor Awards. Council Member Rector opined about National Night Out and the Suffolk Sisters Cities Commission’s visit to Oderzo, Italy. Council Member Rector reported he attended the Downtown Festival Park Grand Opening/50 Fest. Council Member Williams reported various maintenance issues in the Whaleyville Borough. Council Member Fawcett acknowledged the appointment of Deputy Police Chief Jesse Epperson. Council Member Fawcett opined about the Suffolk Police Department’s Recruiting Event. Council Member Fawcett opined about National Night Out. Council Member Fawcett reported he attended various events during the visit from the Sister Cities delegation from Oderzo, Italy. Council Member Fawcett acknowledged the Finance Department’s receipt of the Government Finance Officers Association Budget Presentation Award and the Certificate of Achievement for Excellence in Financial Reporting. Council Member Fawcett opined about the Downtown Festival Park 50 Fest. Council Member Fawcett opined about the Shoulders Hill Road and Route 17 Construction Project. Vice Mayor Ward reported he attended various events held for the delegation from Oderzo, Italy. 6 City Council Regular Meeting August 7, 2024 Mayor Duman extended his condolences to the family of late Suffolk Police Officer Gary Parker. Mayor Duman acknowledged the appointment of Deputy Police Chief Epperson. Mayor Duman acknowledged the Finance Department’s receipt of the Government Finance Officers Association Budget Presentation Award and the Certificate of Achievement for Excellence in Financial Reporting and the Media and Community Relations Department’s receipt of the Silver Telly Award recognition for City video production. Mayor Duman announced he attended the following: the East Suffolk High School Reunion; the Hampton Roads Chamber of Commerce Valor Awards; the various events held for the delegation from Oderzo, Italy; the City’s Employee Service Awards Luncheon; the Genieve Shelter Fundraiser; the Public Safety Committee Meeting; the National Guard Reunion; Downtown Festival Park Grand Opening/50 Fest; an event at Oak Grove Baptist Church about food insecurity; and National Night Out.
