Adjournment 2 AGENDA: October 20 2021, Regular Session ITEM: Special Presentation – A special presentation in recognition of Cybersecurity Awareness Month At the beginning of the presentation Regina Chandler, Interim Director of IT will provide the recognition that Governor Northam has designated the Month of October as Cybersecurity Awareness Month. Afterwards, Chandler will introduce Special Agent Erik Gudmundsen of the Norfolk Division of the FBI who will give a briefing on the types of internet crimes reported to the Internet Crime Complaint Center in 2020 as well as how their local branch can be a resource to localities in dealing with cyber incidents. Removal of Items from the Consent Agenda and Adoption of the Agenda Agenda Speakers AGENDA: October 20, 2021, Regular Session ITEM: Consent Agenda – A resolution adopting the Department of Parks and Recreation Master Plan Update City Council approved the current Department of Parks and Recreation comprehensive Master Plan in 2016. As a part of the Department’s re-accreditation process, the Department is required to review their Master Plan every five years and have the plan approved by its governing body. The department began a review of the current master plan in 2020. Staff concluded that while the master plan document was still relevant the department had completed most of the goals and objectives identified in the plan. After the review, staff undertook a strategic planning process to identify new goals and objectives that tied in to the master plan. Staff presented the new goals and objectives to the Parks and Recreation Advisory Commission. The Commission approved the new goals and objectives at their March 9, 2021 meeting. Staff revised the goals and objectives in the attached draft master plan on pages 129 through 132. BUDGET IMPACT: None RECOMMENDATION: Adopt the attached resolution. ATTACHMENTS: Resolution Minutes of the March 9, 2021 Parks and Recreation Advisory Commission Draft Department of Parks and Recreation Master Plan AGENDA: October 20, 2021, Regular Session ITEM: Consent Agenda - A resolution supporting the reconstruction of the Kings Highway Bridge and requesting support of the Virginia Department of Transportation in securing funding to complete the design and construction Attached is a resolution that requests City Council's support of the Virginia Department of Transportation in securing funding to complete the design and construction of the Kings Highway Bridge. RECOMMENDATION: Adopt the attached resolution ATTACHMENT: Resolution AGENDA: October 20, 2021, Regular Session ITEM: Resolution - A resolution adopting an Electronic Participation Policy for the City Council of the City of Suffolk An Electronic Participation Policy will enable individual members of City Council to participate in meetings of the governing body by electronic communications means as permitted by Virginia Code Section 2.2-3708.2. The attached resolution formally adopts the Electronic Participation Policy for the City Council of the City of Suffolk. RECOMMENDATION: Adopt the resolution ATTACHMENTS: Resolution Electronic Participation Policy AGENDA: October 20, 2021, Regular Session ITEM: Motion - A motion to schedule a Public Hearing for November 3, 2021, to receive public comment on an ordinance authorizing the acquisition of real property in fee simple and/or permanent and/or temporary easements, either by agreement or condemnation, for the Nansemond Parkway/Bennetts Pasture Road Intersection Improvements Project This project proposes to provide for infrastructure improvements at the intersection of Nansemond Parkway and Sleepy Hole Road adjacent to Nansemond River High School, as well as minor improvements at the intersection of Nansemond Parkway and Bennetts Pasture Road. The proposed roadway improvements include turn lanes and widening to all three approaches to the intersection of Sleepy Hole Road and Nansemond Parkway, a new traffic signal, and relocation of the main entrance of Nansemond River High School to Sleepy Hole Road. Some improvements to the Nansemond River High School property will be required to improve vehicular circulation in the parking lots. These improvements include providing additional parking, reconfiguring some of the drive aisles, and the design of a new access road that will connect to Sleepy Hole Road approximately 750 feet north of the Sleepy Hole Road and Nansemond Parkway intersection. This project will also provide for minor improvements to the intersection of Nansemond Parkway and Bennetts Pasture Road.
