Utilizing a PowerPoint presentation, City Manager Moor provided an overview of the Fiscal Year 2023-2032 Capital Improvement Program schedule, ongoing initiatives, and the Capital Improvement Program requested submitted by Suffolk Public Schools. Dr. Gordon offered supplementary information regarding the Capital Improvement Program requested submitted by Suffolk Public Schools and the activities authorized by the Elementary and Secondary Education Act. 1 City Council Work Session December 1, 2021 Referring to the presentation, members of City Council and the School Board opined about the aforementioned information. STAFF REPORTS - Employee Leave Balance and Policy Overview Utilizing a PowerPoint presentation, City Manager Moor gave an overview of the above referenced topic and summarized his intent to present to City Council an ordinance temporarily raising employee leave caps at its December 15, 2021, City Council meeting. Referring to the presentation, Council Member Fawcett inquired about the feasibility of allowing every employee who has unused annual leave and paid time off to use it before the proposed August 31, 2022, deadline. The funding will be used to purchase supplies. Adoption of the attached ordinance is necessary to accept and appropriate these funds to the appropriate line item in the Consolidated Grants Fund budget for Fiscal Year 2021-2022. BUDGET IMPACT: Adoption of the ordinance will increase the planned revenues and expenditures of the Consolidated Grants Fund budget by $2,000 for the above-noted purpose and does not require local match support. RECOMMENDATION: Adopt the attached ordinance ATTACHMENTS: Ordinance Award Notifications AGENDA: June 112022, Regular Session ITEM: Consent Agenda - A resolution authorrzing an application for federal funding assistance from the U.S. Department of Transportation/Federal Transit Administration for the buses and bus facilities competitive program Staff is requesting authorization from City Council to apply for a $2,500,000 Buses and Bus Facilities Formula, Competitive Program grant from the U.S. Department of Transportation (DOT) /Federal Transit Administration. Funding will be used to construct a Transit Operations Facility, for the storage, safety and charging of the Suffolk Transit Bus Fleet when not in service. BUDGET IMPACT: If awarded, the grant requires a $250,000 local match which is available in the Transit Operations Facility CIP Fund. RE,COMMENDATION: Adopt the attached Resolution ATTACHMENT: Resolution RESOLUTION NO. A RESOLUTION AUTHORIZING AN APPLICATION FOR FEDERAL FUNDING ASSISTANCE FROM THE U.S. DEPARTMENT OF TRANSPORTATION FEDERAL TRANSIT ADMINISTRATION FOR THE BUSES AND BUS FACILITIES COMPETITIVE PROGRAM WHEREAS, under the federal Bipartisan lnfrastructure Law, federal funding assistance is requested to aid in financing the construction of a bus facility to accommodate low or no emission buses and vehicles; and, WHEREAS, the City Council of the City of Suffolk considers it in the public interest to have a secure bus facility. The items being donated are nine mask kits for animals, one for each fire station, valued at $75 totaling $675. Adoption of the attached resolution is necessary to accept and record the donated personal property for the operations of the Suffolk Department of Fire & Rescue. Chandler, Jr. will provide City Council with a presentation on public safety. AGENDA: June 1, 2022, Regular Session ITEM: Motion – A motion to schedule a public hearing to be held on June 15, 2022, to receive public comment on the Nonexclusive Master Lease Agreement with the Southside Network Authority In late 2019, the cities of Chesapeake, Norfolk, Portsmouth, Suffolk, and Virginia Beach formed the Southside Network Authority for the essential public purpose of increasing the speed and availability of broadband internet and information services in South Hampton Roads. Over the past three years, the Authority and its consultants have developed, designed, and received construction bids for its initial loop through the participating cities. A participation agreement has been developed with participation based on purchased shares into the project. The amount of purchase shares determines the percentage of future revenues to each city. Construction of the network ring is anticipated to start by mid-2022 with completion scheduled for 2023.
