Moor, City Manager ABSENT None CLEAN COMMUNITY COMMISSION Public Works Director Robert Lewis introduced Suffolk Clean Community Commission Chair Audrey Dennis and Litter Control Coordinator Daniel McDonald, who gave a PowerPoint presentation about the above referenced item. MOSQUITO CONTROL PROGRAM UPDATE Utilizing a PowerPoint presentation, Public Works Director Lewis gave an update about the above referenced item. Referring to the presentation, Council Member Goldberg asked whether an unusual event occurred that resulted in high mosquito counts in 2014 and 2016. Public Works Director Lewis advised he did not know but surmised that to be the case. Referring to the presentation, Council Member Ward solicited information about mosquito spraying within the City. Public Works Director Lewis advised that spraying is done strategically, while trying to be cognizant of the environment and pollinators. 1 City Council Work Session September 7, 2022 CLOSED MEETING City Clerk Dawley presented the Closed Meeting motion for City Council’s consideration: 1. Pursuant to Virginia Code Sections 2.2-3711(A)(8) and (A)(1), the consultation with legal counsel employed by a public body regarding specific legal matters requiring the legal advice of such counsel, and the discussion, consideration, or interviews of prospective candidates for appointment and the assignment, appointment, and performance of specific public officers or appointees of the City, specifically the appointments as shown on the attached list for vacancies or term expirations for the Agricultural Advisory Committee, Clean Community Commission, Early Childhood Development Commission, Hampton Roads Planning District Commission, Historic Landmarks Commission, Human Services Advisory Board, Local Board of Building Code Appeals, Tidewater Youth Services Commission, and Western Tidewater Water Authority; and 2. STAFF REPORTS Staff Report – Public Safety Update Utilizing PowerPoint a presentation, Major James Buie, Suffolk Police Department, presented a summary on the above referenced item. Referring to the presentation, Council Member Fawcett asked in which schools the Suffolk Police Department conducted active shooter training. Major Buie said it was his understanding that training has only been conducted at Colonel Fred Cherry Middle School. 3 City Council Regular Meeting September 7, 2022 Referring to the presentation, Council Member Goldberg solicited information about the groups given active shooter training by Suffolk Police Department. Major Buie reported he has given two-hour training to a variety of groups such as churches, hospitals, businesses, neighborhoods and City personnel. Referring to the presentation, Mayor Duman inquired about the existence of school safety assessments. Major Buie replied he was not aware of any such assessments. Staff Report - Route 58 Update Utilizing PowerPoint a presentation, Public Works Director Robert Lewis reported on the above referenced topic. Referring to the presentation, Council Member Johnson opined about traffic on Route 58 and about its speed limit during construction. Public Works Director Lewis reported that Public Works Department and the Suffolk Police Department are working together to encourage travel efficiency and enforce work zone safety. Referring to the presentation, Vice Mayor Bennett queried about Amazon semi-trucks on Shoulders Hill Road. Public Works Director Lewis replied that the City continues to work with Amazon to educate truck drivers about the restriction. Referring to the presentation, Vice Mayor Bennett solicited a status report on the Wilroy Road/Nansemond Parkway flyover. Public Works Director Lewis advised that property acquisition is still ongoing, and he estimated completion in 2025.
