The inventory will be live via a website on October 16, 2024 and will be available for Suffolk water customers to view their service line material. Adjournment 2 City Council Work Session August 7, 2024 Work Session of the Suffolk City Council was held in the City Council Chamber, 442 West Washington Street, on Wednesday, August 7, 2024, 4:00 p.m. PRESENT Council Members - Michael D. Moor II, City Manager ABSENT None VILLAGE CENTER (VC) ZONING DISTRICT OVERVIEW Utilizing a PowerPoint presentation, Planning and Community Development Director Kevin Wyne gave a report about the above referenced item. Referring to the presentation, Council Member Butler Barlow queried about the authority to regulate septic systems. Planning and Community Development Director Wyne explained that the Health Department is the regulatory agency for septic systems. Council Member Johnson asked about the development projects in the pipeline, as they relate to the implementation of the proposed Comprehensive Plan amendments. Planning and Community Development Director Wyne stated that he did not currently have that information but he could research this matter. Referring to the presentation, Mayor Duman asked about the average size of a lot in the village center. Planning and Community Development Director Wyne said that the lot sizes vary in the village center, but they are usually deeper and more narrow lots than a traditional lot. Referring to the presentation, Mayor Duman opined about the impervious surface recommendation to establish a maximum permitted Floor Area Ratio of 35%. Planning and Community Development Director Wyne advised that the recommendation is based on the square footage of the actual home and is based on total lot size. 1 City Council Work Session August 7, 2024 Referring to the presentation, Mayor Duman called for clarification about the feasibility of adapting the proposed village center zoning district dimensional standards in specific village centers. City Attorney Hutchings said all areas of the village center zoning district would have to have the same dimension standards. He concluded, if City Council wanted different standards in each village center, then different standards would have to be adopted. Vice Mayor Ward opined about the feasibility of including Pughsville in the proposed village center zoning district dimensional standards. Planning and Community Development Director Wyne reported that Pughsville is currently zoned Residential Medium Density, which already addressed the matters included in the proposed village center zoning district dimensional standards. STAFF REPORTS Staff Report - Live Entertainment and Nightclub Overview Utilizing a PowerPoint presentation, Planning and Community Development Director Kevin Wyne offered a summary of the background information as printed in the official agenda. Referring to the presentation, Council Member Bennett asked about the ending time for outdoor entertainment. Planning and Community Development Director Wyne advised that the proposed ordinance does not address that matter. He added that when a Conditional Use Permit application is submitted for outdoor entertainment, staff will provide a recommendation for each request. Referring to the presentation, Council Member Rector questioned whether current security requirements will be enforced, should the changes be made. Planning and Community Development Director Wyne replied in the affirmative.
