Hutchings, Jr., City Attorney Albert S. Moor II, City Manager ABSENT None 2045 COMPREHENSIVE PLAN UPDATE: MASTER TRANSPORTATION PLAN Utilizing a PowerPoint presentation, Principal Planner W. Keith Cannady gave a report on the above referenced item. Referring to the presentation, Council Member Johnson asked about the frequency that transportation plans are updated. Principal Planner Cannady advised the frequency depends on the type of plan. Public Works Director Robert Lewis added that the Hampton Roads Transportation Organization’s plan has the possibility to be updated every meeting, while the Commonwealth Transportation Board’s Six-Year Plan is revised annually. Council Member Johnson asked for the plan to be posted to the City’s website. Public Works Director Lewis said links to the plans can be provided. Council Member Butler Barlow inquired about a central site that links the various transportation plans. Principal Planner Cannady suggested the website for the Hampton Roads Transportation Planning Organization. City Manager Moor added that that the Hampton Roads Planning District Commission is also undertaking a regional transportation plan. Council Member Bennett asked about the feasibility of including a bypass for the southern part of the City in the transportation plan. Public Works Director Lewis advised permits and viability are not feasible and added staff is examining the possibility of a connector around the White Marsh area. Referring to the presentation, Council Member Johnson asked about the ownership of the nearby property zoned RC. Planning and Community Development Director Wyne said the property is for White Marsh Estates. Council Member Johnson asked about the receipt of any feedback from the adjacent property owners about the proposed ordinance. Planning and Community Development Director replied that no feedback of that nature was received. Referring to the presentation, Vice Mayor Ward opined about the ownership of the existing solar farm in the area and asked whether houses exist near the proposed site. Mr. de Sa said Scarp Solar’s application is separate from the existing solar farm, and two homes exist near their proposed site. Vice Mayor Ward asked whether the applicants contacted the adjacent property owners. Mr. de Sa advised that no objections were received. Referring to the presentation, Council Member Williams queried about the use of any alternative notifications of the adjacent property owners about the proposed ordinance, other than the Public Hearing Notice signs. Mr. de Sa replied that he has spoken multiple times to the neighbors. Referring to the presentation, Council Member Butler Barlow inquired about Scarp Solar, LLC’s experience with other Dominion Share Solar projects and, if so, the health of those projects. Mr. de Sa advised that they have projects in Halifax and Richmond under construction with an interconnection agreement with Dominion Energy. He concluded that they are waiting for approval from Dominion. 6 City Council Regular Meeting November 20, 2024 Council Member Butler Barlow solicited information about the subscription service. Mr. de Sa summarized that matter is addressed on the back end to ensure customers receive savings. Council Member Butler Barlow asked about the expected longevity of the technology and a timeline for decommissioning the site. Mr. de Sa estimated the equipment can last up to 40 years. He explained that there would be a bond to ensure property decommissioning but admitted that they have not performed one yet. Council Member Butler Barlow requested data on the proposed development in relation to the City’s cap on total acreage allowed for solar development. Planning and Community Development Wyne said the City is approximately a quarter of the way to its 1% cap on the amount of land allocated to solar development. Council Member Butler Barlow inquired about the methods the City uses to ensure maintenance of existing facilities. Planning and Community Development Director Wyne advised that the sites are monitored for compliance, including noise. Council Member Butler Barlow queried about the community meeting dates. Mr. de Sa said that community meetings could begin as early as December 3rd. Members of City Council exchanged comments about the proposed ordinance and the solar farm already on nearby land.
