City Council Work Session April 19, 2017 Work Session of the Suffolk City Council was held in the City Council Chamber, 442 West Washington Street, on Wednesday, April 19, 2017, 4:00 p.m. PRESENT Council Members - Linda T. Johnson, Mayor, presiding Leroy Bennett, Vice Mayor Michael D. Duman Roger W. Fawcett Donald Z. Goldberg Timothy J. Johnson Curtis R. Milteer, Sr. Lue R. Ward, Jr. Patrick G. Roberts, City Manager Helivi L. Holland, City Attorney Erika S. Dawley, City Clerk ABSENT None GENERAL ASSEMBLY WRAP-UP Utilizing a PowerPoint presentation, Rob Catron, Managing Partner, Alcalde and Fay, Virginia, LLC, the City’s legislative consultants, offered information on the above referenced item. HAMPTON ROADS SANTIATION DISTRICT’S SUSTAINABLE WATER INITIATIVE FOR TOMORROW PROJECT BRIEFING Utilizing a PowerPoint presentation, Ted Henifin, General Manager, Hampton Roads Sanitation District, provided a review on the above referenced item. WESTERN TIDEWATER WATER AUTHORITY GROUNDBREAKING PERMIT BRIEFING Utilizing a PowerPoint presentation, Public Utilities Albert Moor supplied a summary on the above referenced item. UTILITY FUND OVERVIEW Utilizing a PowerPoint presentation, Public Utilities Moor gave a report on the above referenced item. Referring to the presentation, Council Member Duman asked about the dollar amount in the Unrestricted Fund Balance during a 30-day period. Public Utilities Director Moor said $11,000,000 is in the Unrestricted Fund Balance during a 90-day period. 1 City Council Work Session April 19, 2017 Referring to the presentation, Council Member Duman called for clarification about the term double barrel bond. Public Utilities Director Moor explained that a double barrel bond has the backing of the revenues from the Utility Fund and the backing of the City and is paid from the revenues of the Utility Fund. Referring to the presentation, Mayor Johnson queried about future neighborhood sanitary sewer extensions. Public Utilities Director Moor stated that the Raleigh Avenue and Fairfield project is near completion. He added that no other neighborhoods have submitted petitions for sanitary sewer extensions at this time; however, funds have been allocated to address future development needs. Referring to the presentation, City Manager Roberts solicited information about the Grove Avenue project. Public Utilities Director Moor advised that the project is being completed by the Hampton Roads Sanitation District and said it will result in improved water and sewer service and fire suppression ability. Referring to the presentation, City Manager Roberts asked about the project to improve water quality in Hobson. Public Utilities Director Moor said the department is examining at right-of-way issues presently. Referring to the presentation, Vice Mayor Bennett inquired about the impact of the proposed 2.3% rate increase on an average household. Public Utilities Director Moor said that the average impact would be $2.05 per household. SUFFOLK EXECUTIVE AIRPORT AND ECONOMIC DEVELOPMENT UPDATE Utilizing a PowerPoint presentation, Economic Development Director Kevin Hughes submitted a summary of the above referenced item. CLOSED MEETING City Clerk Dawley presented the Closed Meeting motion for City Council’s consideration: 1. Pursuant to Virginia Code Sections 2.2-3711(A)(7) and (A)(1), the consultation with legal counsel employed by a public body regarding specific legal matters requiring the legal advice of such counsel, and the discussion, consideration, or interviews of prospective candidates for appointment and the assignment, appointment, and performance of specific public officers or appointees of the City, specifically the appointments as shown on the attached list for vacancies or term expirations for the Human Services Advisory Board, Library Advisory Board, Sister Cities Commission, Suffolk Clean Community Commission Keep Suffolk Beautiful Executive Board, Suffolk Clean Community Commission, and Wetlands Board; and 2 City Council Work Session April 19, 2017 2. Pursuant to Virginia Code Section 2.2-3711(A)(5) and (A)(7), the discussion of a prospective business or industry or the expansion of an existing business or industry where no previous announcement has been made of the business’ or industry’s interest in locating or expanding its facilities in the community; and consultation with legal counsel employed or retained by a public body regarding specific legal matters requiring the provision of legal advice by such counsel, specifically Staff will provide an update on the Economic Development Authority’s Point at Harbour View site (55 acres) specifically confidential negotiation sand incentive strategies for Project Purple, Project Gate, and Project Bib. Council Member Fawcett, on a motion seconded by Council Member Duman, moved that City Council convene in a closed meeting for the above referenced purposes, by the following roll call vote: AYES: Mayor L. Johnson, Vice Mayor Bennett, and Council Members Duman, Fawcett, Goldberg, T.
