City Council Work Session October 18, 2017 Work Session of the Suffolk City Council was held in the City Council Chamber, 442 West Washington Street, on Wednesday, October 18, 2017, 6:00 p.m. PRESENT Council Members - Linda T. Johnson, Mayor, presiding Leroy Bennett, Vice Mayor Michael D. Duman Roger W. Fawcett Donald Z. Goldberg Timothy J. Johnson Curtis R. Milteer, Sr. Lue R. Ward, Jr. Patrick G. Roberts, City Manager Helivi L. Holland, City Attorney Erika S. Dawley, City Clerk ABSENT None 2018 LEGISLATIVE AGENDA Utilizing a PowerPoint presentation, Rob Catron, Managing Partner, Alcalde and Fay, Virginia, LLC, the City’s legislative consultant, provided a review of the above referenced item. Referring to the presentation, Council Member Duman opined about the possible inclusion of a request to the General Assembly regarding the Western Tidewater Regional Jail Federal Recovery Request for Exemption, specifically the jail’s request for an exemption of up to 110 inmates from the Federal Overhead Recovery policy to cover the additional costs of the remaining federal inmates housed at their facility. Referring to the presentation, Mayor Johnson called for the amendment of the proposed item to include an additional legislative request to the General Assembly – to oppose any efforts that would erode local land use authority. City Manager Roberts said that staff would support the addition of that language. He called for a motion to add the language to the proposed legislative package - to monitor any legislation that would limit local governments’ regulatory authority on land use matters. Council Member Fawcett, on a motion seconded by Council Member Goldberg, moved to amend the proposed Legislative Agenda to add the following language – to monitor any legislative that would limit local governments’ regulatory authority on land use matters, by the following vote: AYES: Mayor L. Johnson, Vice Mayor Bennett, and Council Members Duman, Fawcett, Goldberg, T. Johnson, Milteer and Ward 8 NAYS: None 0 1 City Council Work Session October 18, 2017 Referring to the presentation, Council Member Ward queried about the methodology used to allocate monies from Virginia Lottery to education. Mr. Catron replied that the State prepares a spreadsheet with this information, and he could provide a copy once it is published. CLOSED MEETING City Clerk Dawley presented the Closed Meeting motion for City Council’s consideration: 1. Pursuant to Virginia Code Sections 2.2-3711(A)(1) and (A)(3), the consultation with legal counsel employed by a public body regarding specific legal matters requiring the legal advice of such counsel, and the discussion, consideration, or interviews of prospective candidates for appointment and the assignment, appointment, and performance of specific public officers or appointees of the City, specifically the appointments as shown on the attached list for vacancies or term expirations for Community Policy and Management Team, Historic Landmarks Commission, Library Advisory Board, Suffolk Clean Community Commission Keep Suffolk Beautiful Executive Board, and Suffolk Clean Community Commission. Council Member Fawcett, on a motion seconded by Council Member Duman, moved that City Council convene in a closed meeting for the above referenced purpose, by the following roll call vote: AYES: Mayor L. Johnson, Vice Mayor Bennett, and Council Members Duman, Fawcett, Goldberg, T.
