City Council Work Session November 1, 2017 Work Session of the Suffolk City Council was held in the City Council Chamber, 442 West Washington Street, on Wednesday, November 1, 2017, 5:30 p.m. PRESENT Council Members - Linda T. Johnson, Mayor, presiding Leroy Bennett, Vice Mayor Michael D. Duman Donald Z. Goldberg Timothy J. Johnson Curtis R. Milteer, Sr. Lue R. Ward, Jr. Patrick G. Roberts, City Manager Helivi L. Holland, City Attorney Erika S. Dawley, City Clerk ABSENT Council Member Roger W. Fawcett NEIGHBORHOOD/OPEN SPACE IMPROVEMENTS Utilizing a PowerPoint presentation, Deputy City Manager D. Scott Mills provided a review of the above referenced item. Referring to the presentation, Council Member Goldberg queried about the total cost of the Boston neighborhood improvements. Public Works Director Eric Nielsen explained that as certain sections of the project were done so long ago, the cost in today’s terms would be inaccurate. Referring to the presentation, Council Member Ward asked about the inception of the East Washington Street Neighborhood Initiative Plan. Deputy City Manager Mills reported the plan has been in existence since 1998. Referring to the presentation, Council Member Ward opined about the dedication of funding for the East Washington Street Neighborhood Initiative Plan. Deputy City Manager Mills explained that there were numerous components to the plan, but no actual funding was identified, due to the long-term nature of the plan. He added that the community did have input on the creation of the plan. Referring to the presentation, Council Member Ward inquired about the improvements for the Lloyd Place and Rosemont neighborhoods. Deputy City Manager Mills indicated that the East Washington Street Neighborhood Initiative Plan would encompass those areas, as well as other neighborhoods. Referring to the presentation, Council Member Ward sought information about the opportunity for community input on future neighborhood improvements. City Manager Roberts advised that the recommendations would be presented to the Capital Improvement Plan Subcommittee for review. He added the next step would be to present the plan to the Planning Commission and schedule a public hearing within the next 30 to 45 days. 1 City Council Work Session November 1, 2017 Referring to the presentation, Council Member Milteer asked about the need for improvements on the south side of the Lloyd Place neighborhood. City Manager Roberts explained that improvements would be examined on the north and south sides and completed in a systematic manner. Referring to the presentation, Council Member Johnson sought clarification about the process in determining funding for future Capital Improvement Plans. City Manager Roberts advised that it is his intent to recommend annual improvements, with increases in funding in subsequent years. Referring to the presentation, Council Member Johnson opined about the timeline for the proposed neighborhood improvements. City Manager Roberts said that at this point the timeline has yet to be determined, due to the vast number of projects. Referring to the presentation, Council Member Duman queried about the feasibility of using the neighborhood needs assessment tool to prioritize future neighborhood improvements.
