City Council Work Session February 7, 2018 Work Session of the Suffolk City Council was held in the City Council Chamber, 442 West Washington Street, on Wednesday, February 7, 2018, 5:00 p.m. PRESENT Council Members - Linda T. Johnson, Mayor, presiding Leroy Bennett, Vice Mayor Michael D. Duman Roger W. Fawcett Donald Z. Goldberg Timothy J. Johnson Curtis R. Milteer, Sr. Lue R. Ward, Jr. Patrick G. Roberts, City Manager Helivi L. Holland, City Attorney Erika S. Dawley, City Clerk ABSENT None FISCAL YEAR 2019-2028 CAPITAL IMPROVEMENTS PROGRAM AND PLAN Utilizing a PowerPoint presentation, Finance Director Tealan Hansen, Parks and Recreation Director Lakita Watson, Planning and Community Development Director David Hainley, Capital Programs and Buildings Director Gerry Jones, Fire Chief Cedric Scott, Economic Development Director Kevin Hughes, Public Works Director Eric Nielsen and Public Utilities Director Albert Moor offered a review of the proposed Fiscal Year 2019-2028 Capital Improvements Program and Plan, as it relates to their respective departments. Referring to the presentation, Council Member Duman queried about the removal of improvements to Kings Highway and Godwin Boulevard from the proposed program and plan. City Manager Roberts replied that the project has technical challenges; therefore, its feasibility must be reconsidered. Council Member Duman opined about the feasibility of pursing projects under an energy performance contract. City Manager Roberts advised that the matter was left opened ended to give Suffolk Public Schools the opportunity to identify their most immediate needs. He added that the matter would be revisited with the City’s financial advisors to determine the possible feasibility of pursing this option. Council Member Duman opined about the recommendation in the proposed program and plan regarding the relocation of the Suffolk Public Schools Administrative Offices from the Professional Building to the Human Resources Building, which is proposed for Fiscal Years 2023 and 2024-2028. 1 City Council Work Session February 7, 2018 Council Member Duman, on a motion seconded by Council Member Fawcett, moved to direct City Manager Roberts to provide City Council with two or more alternatives for consideration at the February 21, 2018, City Council meeting that would allow the relocation of the Suffolk Public Schools Administrative Offices from the Professional Building to the Human Resources Building in an earlier year, before the expiration of the current lease, by the following vote: AYES: Mayor L. Johnson, Vice Mayor Bennett, and Council Members Duman, Fawcett, Goldberg, T. Johnson, Milteer and Ward 8 NAYS: None 0 Members of City Council opined about the proposed program and plan. Referring to the presentation, Council Member Ward opined about future parks and recreation improvements in the Nansemond Borough. Parks and Recreation Director Watson advised that City adopted a Parks and Recreation Master Plan in 2016. She added that the athletic fields in Burbage Grant are not City facilities and will be used for the expansion at Northern Shores Elementary School. She concluded that the primary focus in that area is the new Bennett’s Creek Recreation Center, and after its completion, future opportunities will be explored. SUFFOLK EXECUTIVE AIRPORT AND ECONOMIC DEVELOPMENT UPDATE Utilizing a PowerPoint presentation, Economic Development Director Kevin Hughes provided a review of the above referenced items. CLOSED MEETING City Clerk Dawley presented the Closed Meeting motion for City Council’s consideration: 1. Pursuant to Virginia Code Sections 2.2-3711(A)(1) and (A)(8), the consultation with legal counsel employed by a public body regarding specific legal matters requiring the legal advice of such counsel, and the discussion, consideration, or interviews of prospective candidates for appointment and the assignment, appointment, and performance of specific public officers or appointees of the City, specifically the appointments as shown on the attached list for vacancies or term expirations for Community Policy and Management Team, Economic Development Authority of the City of Suffolk, Historic Landmarks Commission, Library Advisory Board, Planning Commission, Senior Services of Southeast Virginia, Sister Cities, Suffolk Clean Community Commission Keep Suffolk Beautiful Executive Board, Suffolk Clean Community Commission, Suffolk Redevelopment & Housing Authority, The Planning Council, Western Tidewater Community Services Board and Wetlands Board; and 2. Pursuant to Virginia Code Section 2.2-3711(A)(5) and (A)(8), the discussion of a prospective business or industry or the expansion of an existing business or industry where no previous announcement has been made of the business’ or industry’s interest in locating or expanding its facilities in the community; and consultation with legal counsel employed or retained by a public body regarding specific legal matters requiring the provision of legal advice by such counsel, specifically concerning an Economic Development Incentive Program proposal regarding Project Polka. 2 City Council Work Session February 7, 2018 Council Member Fawcett, on a motion seconded by Council Member Goldberg, moved that City Council convene in a closed meeting for the above referenced purpose, by the following roll call vote: AYES: Mayor L. Johnson, Vice Mayor Bennett, and Council Members Duman, Fawcett, Goldberg, T.
