City Council Work Session April 7, 2021
Work Session of the Suffolk City Council was held in the City Council Chamber, 442 West Washington
Street, on Wednesday, April 7, 2021, 4:00 p.m.

FISCAL YEAR 2021-2022 OPERATING AND CAPITAL BUDGET
Utilizing a PowerPoint presentation, Finance Director Tealen Hansen gave an update about the above
referenced item.
Referring to the presentation, Mayor Duman solicited additional information on the debt service for the
licensed software. Finance Director Hansen advised that the City issued debt for public safety radios and
licensed software, which is for a shorter term than traditional Capital Improvement Program debt.
Referring to the presentation, Mayor Duman asked whether the purchase of public safety radios was a
recurring operating expense. Finance Director Hansen explained that larger projects, such as the
previously mentioned public safety radios and licensed software, have long-term financing but do not
need to be structured as Capital Improvement Program debt.
PROPOSED FISCAL YEAR 2021-2022 ANNUAL ACTION PLAN FOR THE CITY OF
SUFFOLK COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM AND THE
WESTERN TIDEWATER HOME CONSORTIUM HOME INVESTMENT PARTNERSHIP
GRANT PROGRAM
Utilizing a PowerPoint presentation, Interim Planning and Community Development Director Robert
Goumas supplied a summation about the above referenced item.
HOLLAND ROAD WIDENING PROJECT UPDATE
Utilizing a PowerPoint presentation, Public Works Director Leroy Hansen gave an update about the
above referenced item.

Referring to the presentation, Council Member Johnson asked about the location on the roadway the
project would begin. Public Works Director Hansen said the project will begin on the western edge of
Holland Road, because there is less development and will result in fewer disruptions.
CLOSED MEETING
City Clerk Dawley presented the Closed Meeting motion for City Council’s consideration:
1. Pursuant to Virginia Code Sections 2.2-3711(A)(8) and (A)(1), the consultation with
legal counsel employed by a public body regarding specific legal matters requiring the
legal advice of such counsel, and the discussion, consideration, or interviews of
prospective candidates for appointment and the assignment, appointment, and
performance of specific public officers or appointees of the City, specifically the
appointments as shown on the attached list for vacancies or term expirations for
Agriculture Advisory Committee, Early Childhood Development Commission, Economic
Development Authority of the City of Suffolk, Human Services Advisory Board, Local
Board of Building Code Appeals, The Planning Council, Virginia Municipal League
Policy Committees, Western Tidewater Water Authority, and the Wetlands Board.
Council Member Fawcett, on a motion seconded by Council Member Williams, moved that
City Council convene in a closed meeting for the above referenced purpose, by the following roll call
vote:
AYES: Mayor Duman, Vice Mayor Bennett, and Council Members Butler Barlow
Fawcett, Goldberg, T. Johnson, Ward and Williams 8
NAYS: None 0
City Council convened in Closed Meeting at 5:12 p.m. The Closed Meeting concluded at 5:18 p.m.
