Work Session of the Suffolk City Council was held in the City Council Chamber, 442 West Washington
Street, on Wednesday, September 21, 2022, 4:00 p.m.

SUFFOLK PEANUT FEST 2022 UPDATE
Tourism Director Theresa Earles introduced Suffolk Festivals Chairman Richard Bradshaw and gave a
PowerPoint presentation about the above referenced item. Suffolk Festivals Vice President Thomas
Andrews offered additional comments.
CITY ASSESSOR’S STAFF AWARDS RECOGNITION
Utilizing a PowerPoint presentation, City Assessor Holt Butt gave an update about the above referenced
item and acknowledged award recipients Deputy City Assessor Kevin Prine and Appraiser Erika
Cowling.
COX COMMUNICATIONS SUFFOLK BUSINESS SERVICES UPDATE
Utilizing a PowerPoint presentation, Cox Senior Manager of Public Affairs Eric Rice gave an update on
the above referenced item.
Referring to the presentation, Council Member Johnson asked whether Cox Communications would
continue to expand services. Ms. Rice said Cox Communications is continually evolving as it relates to
service expansion.
Council Member Johnson requested information about Cox’s coverage in the Route 58 area. Ms. Rice
advised she does not have the information now, but could provide it in the future.

CLOSED MEETING
City Clerk Dawley presented the Closed Meeting motion for City Council’s consideration:
1. Pursuant to Virginia Code Sections 2.2-3711(A)(8) and (A)(1), the consultation with legal
counsel employed by a public body regarding specific legal matters requiring the legal advice
of such counsel, and the discussion, consideration, or interviews of prospective candidates for
appointment and the assignment, appointment, and performance of specific public officers or
appointees of the City, specifically the appointments as shown on the attached list for
vacancies or term expirations for the Agricultural Advisory Committee, Clean Community
Commission, Early Childhood Development Commission, Hampton Roads Planning District
Commission, Historic Landmarks Commission, Human Services Advisory Board, Local
Board of Building Code Appeals, Tidewater Youth Services Commission, and Western
Tidewater Water Authority; and the Virginia Municipal League Annual Conference Business
Meeting and Urban Section Meeting Voting Delegate and Alternate
Council Member Fawcett, on a motion seconded by Council Member Goldberg, moved that
City Council convene in a closed meeting for the above referenced purposes, by the following roll call
vote:
AYES: Mayor Duman, Vice Mayor Bennett, and Council Members Butler Barlow,
Fawcett, Goldberg, Johnson, Ward and Williams 8
NAYS: None 0
City Council convened in Closed Meeting at 4:34 p.m. The Closed Meeting concluded at 4:45 p.m.
