City Council Work Session August 20, 2025
Work Session of the Suffolk City Council was held in the City Council Chamber, 442 West Washington
Street, on Wednesday, August 20, 2025, 4:00 p.m.

SHENTEL GLO FIBER UPDATE TO CITY COUNCIL
Utilizing a PowerPoint presentation, Chris Kyle, Vice President, Shentel Glo Fiber, submitted a
summary of the above-mentioned item.
Council Member Rector called for information about the opening of another Glo Fiber retail site in
Suffolk. Mr. Kyle said that at this point the retail site on Godwin Boulevard is the only location planned
for the City. He added that his company is watching the performance of the current retail site to
determine if another location is needed in the future.
Council Member Bennett opined the use for the match sticks in Driver area of the City. Mr. Kyle
reported that his company will be using those match sticks to install fiber in that area by the end of the
year.
Council Member Bennett queried about the installation of fiber in the Wilroy Road and Nansemond
Parkway area. Mr. Kyle replied that he could research that matter and provide an update on his findings.
DOWNTOWN MASTER PLAN OVERVIEW AND UPDATE
Utilizing a PowerPoint presentation, Downtown Development Manager Telesa Bleakley, offered a
report on the above-mentioned item.

City Clerk Dawley presented the Closed Meeting motion for City Council’s consideration:
1. Pursuant to Virginia Code Section 2.2-3711(A)(1) and (A)(8), the consultation with legal counsel
employed or retained by a public body regarding specific legal matters requiring the provision of
legal advice by such counsel; and, the discussion, consideration, or interviews of prospective
candidates for appointment and the assignment, appointment, and performance of specific public
officers or appointees of the City, specifically the appointments as shown on the attached list for
vacancies or term expirations for the Agricultural Advisory Committee, Community Policy and
Management Team, Economic Development Authority, Downtown Advisory Committee, Early
Childhood Development Commission, Historic Landmarks Commission, Human Services
Advisory Board, Local Board of Building Code Appeals, Paul D. Camp Community College
Board, Southeastern Public Service Authority, Suffolk Clean Community Commission, The
Planning Council, Tidewater Youth Services Commission.
Council Member Williams, on a motion seconded by Council Member Butler-Barlow, moved that
City Council convene in a closed meeting for the above-mentioned purpose, by the following roll call
vote:
AYES: Mayor Duman, Vice Mayor Ward, and Council Members Butler Barlow,
Johnson, Rector, Williams and Wright 7
NAYS: None 0
(Council Member Bennett was excused.)
City Council convened in Closed Meeting at 4:43 p.m. The Closed Meeting concluded at 5:47 p.m.
