3. Preliminary Subdivision Plat:
A. PRELIMINARY SUBDIVISION PLAT PS06-10, submitted by Brian Layne, L.S., on
behalf
of Nansemond Square, LLC and Ramaho Holdings, LLC, property owners, for the purpose of
creating two parcels, Parcel 1 with 8.225 acres and Parcel 2 with 2.752 acres. The subject
property is further identified as Tax Map 34, Parcel 86, Suffolk Voting Borough, zoned M-2,
Heavy Industrial Zoning District.
4. Public Hearings:
A. REZONING REQUEST RZ01-10, Brown Lane, submitted by Keith D. and Linda A.
Massengale, property owners, for a change in zoning from VC, Village Center Zoning
District, to RE, Rural Estate Zoning District for approximately 6 acres. The affected property
is located at 65 Brown Lane and is further identified as Tax Map 9, Parcel 49, Chuckatuck
Voting Borough, zoned VC, Village Center Zoning District. The 2026 Comprehensive Plan
designates this area as part of the Village Communities and a part of the Rural
Conservation/Low Intensity Residential Area.
B. CONDITIONAL USE PERMIT REQUEST C04-10, Crosspointe Freewill Baptist
Church, submitted by Mitch Wilcox, of Commonwealth Engineering Group, applicant, on
behalf of David Sexton, of Crosspointe Freewill Baptist Church, contract purchaser, and
Sidney F. Harrell Funeral Home, property owner, to permit a small religious assembly
building, in accordance with Section 31-306 and 31-406 of the Unified Development
Ordinance. The affected property is located at 2460 Pruden Boulevard and is further identified
as Tax Map 25A, Parcel 1*A, Suffolk Voting Borough, zoned B-2, General Commercial
Zoning District.
C. EXCEPTION REQUEST EX05-09, submitted by Hubert J. and Mary W. South, property
owners, to permit the reconstruction of a damaged accessory structure into a portion of the
100-foot RPA buffer. The affected property is located at 2916 Old Wharf Road and is further

identified as Tax Map 11B, Parcel 6, Sleepy Hole Voting Borough, zoned RL, Residential
Low Density Zoning District.
D. ORDINANCE TEXT AMENDMENT 0A03-10, initiated by the Suffolk Planning
Commission to amend Article 7, Supplemental Use Regulations, Section 31-703 (f), Bed and
Breakfast, of the Unified Development Ordinance as it relates to the use of accessory units.
5. Old Business
A. CONDITIONAL USE PERMIT REQUEST C03-10, Mid Atlantic Recycling Transfer
Facility, submitted by Marc McPherson of Mid Atlantic Recycling Solutions LLC, applicant,
on behalf of Suffolk Saratoga, LLC, property owner, to permit a recycling center, in
accordance with Section 31-306 and 31-406 of the Unified Development Ordinance. The
affected property is located at 425 South Saratoga Street and is further identified as Tax Map
34G23, Block (4), Parcel 1 and Tax Map 34G23, Block (A), Parcels 115A and 115B,
Whaleyville Voting Borough, zoned M-2, Heavy Industrial Zoning District.
