A. COMPREHENSIVE PLAN AMENDMENT, CPA-2010-02, Hampton Roads
Executive Airport, submitted by Whitney G. Saunders, Esq. of Saunders & Ojeda, P.C.,
applicant, on behalf Steven I. Fox and David A. Gibbs, of Virginia Aviation Associates,
LLC property owner, to amend the 2026 Comprehensive Plan for the City of Suffolk, from
Rural Agricultural Conservation, to Suburban for approximately 162.45 acres in order
permit airport development. The affected parcel is identified as Zoning Map 28 Parcel 2A,
Nansemond Voting Borough, zoned A, Agricultural.
B. REZONING REQUEST RZ06-09(Conditional), Hampton Roads Executive Airport,
submitted by Whitney G. Saunders, Esq. of Saunders & Ojeda, P.C. applicant, on behalf of
Steven I. Fox and David A. Gibbs, of Virginia Aviation Associates, L.L.C., property
owners, for a change in zoning from A, Agricultural Zoning District, to M-1 Light
Industrial Zoning District (Conditional) for approximately 28.33 acres. The affected
property is identified as Zoning Map 28, a portion of Parcel 2A, Nansemond Voting
Borough, zoned A, Agricultural Zoning District. The 2026 Comprehensive Plan designates

this area as Rural Agricultural Conservation (Comprehensive Plan Amendment to
Suburban pending).
C. CONDITIONAL USE PERMIT REQUEST C15-09, Hampton Roads Executive
Airport, submitted by Whitney G. Saunders, Esq. of Saunders & Ojeda, P.C., applicant, on
behalf of Steven I. Fox and David A. Gibbs, of Virginia Aviation Associates, L.L.C.,
property owners, to permit runway improvements to the Hampton Roads Executive
Airport, in accordance with Section 31-306 and 31-406 of the Unified Development
Ordinance. The affected property is located north of Portsmouth Boulevard and west of the
City of Chesapeake city limits and is further identified as Zoning Map 28, a portion of
Parcel 2A, Nansemond Voting Borough, zoned A, Agricultural Zoning District (M-1, Light
Industrial Zoning District, pending).
D. CONDITIONAL USE PERMIT REQUEST C02-10, Holland Sand Pit, submitted by
Jeffrey A. Paxton, of Holland Sand Pit LLC, applicant, on behalf of South Quay Sand &
Gravel, LLC, property owner, to permit a surface mining operation (borrow pit), in
accordance with Section 31-306 and 31-406 of the Unified Development Ordinance. The
affected property is located at the southeast intersection of South Quay Road and Gates
Road and is further identified as Zoning Map 49, Parcels 40 and 40B, Holy Neck Voting
Borough, zoned A, Agricultural Zoning District.
E. EXCEPTION REQUEST EX03-10, submitted by David Perkins, property owner, to
permit a storage shed within the 100 foot RPA buffer. The affected property is located at
104 Prescott Court and is further identified as Tax Map 27J, Parcel 2*32, Nansemond
Voting Borough, zoned RLM, Residential Low-Medium Density Zoning District.
F. SUBDIVISION VARIANCE REQUEST V-04-10, Wal-Mart, submitted by H. Wayne
Courtney, L.S., of Courtney & Associates, P.C., on behalf of Wal-Mart Stores, Inc.,
property owner, requesting a variance from Section 31-605 (g)(1), Frontage on a Fully
Dedicated Public Street Required, of the Unified Development Ordinance to allow a parcel
to be created without frontage on a public right-of-way. The affected property is located at
1200 N. Main Street and is further identified as Zoning Map 35, Parcel 40, Suffolk Voting
Borough, zoned B-2, General Commercial Zoning District.

submitted by E. Lee Turner, applicant, on behalf of Divine Family Mortuary, Inc.,
property owner, to permit a funeral home, in accordance with Sections 31-306 and
31-406 of the Unified Development Ordinance. The affected property is located at
9428 South Quay Road and is further identified as Zoning Map 49, Parcel 5C, Holy
Neck Voting Borough, zoned A, Agricultural Zoning District.
