3. Preliminary Subdivision Plat:
A. PRELIMINARY SUBDIVISION PLAT PS7-10, Wal-Mart, submitted by H. Wayne
Courtney, L.S. of Courtney and Associates, PC on behalf of Wal-Mart Stores Inc., property
owner, for the purpose of creating 1 commercial parcel and 1 conservation parcel. The
property affected is located at 1200 North Main Street and is further identified as Tax Map
35, Parcel 40, Suffolk Voting Borough, zoned B-2, General Commercial Zoning District.
4. Public Hearings:
A. COMPREHENSIVE PLAN AMENDMENT, CPA1-09, Four Farms, submitted by
South Suffolk Properties, LLC, applicant, on behalf of Douglas and Barbara Davis, W.
Michael Lane, Jung Bok Kim and Young Sook, SWB Associates, LLC, and South Suffolk
Properties, LLC, property owners, to amend the 2026 Comprehensive Plan for the City of
Suffolk, from Rural Agricultural Conservation to Inner Ring Suburban for approximately
180 acres, and Inner Ring Suburban to Core Support for approximately 28 acres in order to
permit the associated proposed rezoning for residential and commercial development. The

affected properties are located south of East Washington Street, east of Hosier Road, and
east and west of White Marsh Road and are further identified as Zoning Map 35, Parcel
172B and a Portion of Parcels 172 and 172A and Zoning Map 45, Parcels 10B, and 49D
and a Portion of Parcels 8 and 10, Cypress Voting Borough.
B. REZONING REQUIEST, RZ4-09 (CONDITIONAL), Four Farms, submitted by
South Suffolk Properties, LLC, applicant, on behalf of Douglas and Barbara Davis, W.
Michael Lane, Kim Jung Bok Kim and Young Sook, SWB Associates, LLC, Horace and
Jessie Lamb, Pat and Antoinette Cotturone, and South Suffolk Properties, LLC, property
owners, for a change in zoning from A, Agricultural, to RU, Residential Urban and B-2,
General Commercial Districts, for parcels totaling approximately 462 acres to
accommodate approximately 1,983 residential units at a density of 5.52 units per acre and
164,000 sq. ft. of commercial retail development. The affected properties are located south
of East Washington Street, east of Hosier Road, and east and west of White Marsh Road
and are further identified as Zoning Map 35, Parcels 17 and 172B and a Portion of Parcels
172 and 172A and Zoning Map 45, Parcels 6, 7D, 8, 10, 10B, and 49D, Cypress and
Whaleyville Voting Boroughs.
C. CONDITIONAL USE PERMIT REQUEST C09-10, Meadowbrook Farm Bed &
Breakfast, submitted by Richard A. Daley, P.E., of Double D Engineering, PC, applicant,
on behalf of Allen G. and Debra L. Bryant, Jr., property owners, to permit a Bed &
Breakfast operation, in accordance with Sections 31-306, 31-406, and 31-703 of the
Unified Development Ordinance. The affected property is located at 700 Kings Highway
and is further identified as Zoning Map 10, Parcel 50A, Chuckatuck Voting Borough,
zoned A, Agricultural Zoning District.
D. CONDITIONAL USE PERMIT REQUEST C11-10, submitted by Curtis R. and Sarah
W. Milteer, property owners, to permit the construction of an accessory dwelling unit in
accordance with Section 31-306, 31-406 and 31-701(b) of the Unified Development
Ordinance. The affected property is located at 1680 Airport Road and is further identified
as Zoning Map 44*114A, Whaleyville Voting Borough and zoned A, Agricultural Zoning
District.
E. EXCEPTION REQUEST EX05-10, submitted by William H. Leitner, of W. H. Leitner &
Son, Inc., applicant, on behalf of Penny H. Pfeil Trust, property owner, to permit an
accessory structure (garage) within the 100 foot RPA buffer. The affected property is
located at 1010 Maryland Avenue and is further identified as Zoning Map 34G15, Block
(3), Parcel 1, Suffolk Voting Borough, zoned RLM, Residential Low-Medium Density
Zoning District.
F. ORDINANCE TEXT AMENDMENT, OA-04-10, initiated by the Suffolk Planning
Commission, for additions and amendments to Chapter 31, Article 4, Zoning, Section

31-406, Table 406-1, Principal Uses Permitted in Zoning Districts, and Appendix ‘A’,
Definitions of the Unified Development Ordinance for the purpose of amending the
permitted, conditional, and prohibited uses in Table 406-1, and adding, amending or
deleting definitions in Appendix ‘A’ to ensure that all definitions contained therein
continue to have a special meaning relative to the purposes of the Unified Development
Ordinance.
5. Family Transfer Plat:
A. FAMILY TRANSFER SUBDIVISION PLAT FT02-10, submitted by Jackson P. Brown
and Melinda A. Brown, requesting a family transfer subdivision pursuant to Section
31-514 of the Unified Development Ordinance. The affected property is located at 9042
New Road and is further identified as Zoning Map 49*55E, Holy Neck Voting Borough,
zoned A, Agricultural Zoning District.
6. Old Business
A. EXCEPTION REQUEST EX03-10, submitted by David Perkins, property owner, to
permit a storage shed within the 100 foot RPA buffer. The affected property is located at
104 Prescott Court and is further identified as Tax Map 27J, Parcel 2*32, Nansemond
Voting Borough, zoned RLM, Residential Low-Medium Density Zoning District.
