A. REZONING REQUEST RZ02-13 (Conditional), Former Obici Hospital Site, submitted by
the Economic Development Authority of the City of Suffolk, applicant and property owner, to
request a change in zoning from MUD, Mixed Use Development, to B-2, General Commercial
District. The affected property is located at 1900 North Main Street and is further identified as
Zoning Map 25, Parcel 45, Suffolk Voting Borough, zoned MUD, Mixed Use Development. The
2026 Comprehensive Plan designates this area as a part of the Central Suburban/ Urban Growth
Area (Core Support).
B. CONDITIONAL USE PERMIT REQUEST C06-13, Joy Apostolic Ministries, submitted by
Brenda Parrish, applicant, on behalf of Lauren Lindsay Ruth Properties I, LLC, property owner, to
permit a place of worship, in accordance with Sections 31-306 and 31-406 of the Unified
Development Ordinance. The affected property is located at 1931 Holland Road and is further
identified as Zoning Map 33 Parcel 107, Holy Neck Voting Borough, zoned B-2, General
Commercial District.
C. CONDITIONAL USE PERMIT REQUEST C09-13, Exclusive Pawn and Guns, submitted by
Eric T. Rainwater and Kevin P. Stroud, applicants, on behalf of Parasidis Family Trust #2,
property owner, to permit a pawn shop, in accordance with Sections 31-306 and 31-406 of the
Unified Development Ordinance. The affected property is located at 819 West Constance Road,
Suite 12 and is further identified as Zoning Map 34G15, Block 1, Parcels F and G, Suffolk Voting
Borough, zoned B-2, General Commercial District.
D. EXCEPTION REQUEST, EX02-13, WALGREENS, submitted by J. Randall Royal of Kimley-
Horn and Associates, applicant, on behalf of Constance Land Investors, LLC, property owner, to
permit the construction of an access driveway and associated bank stabilization and modification
within the 100-foot Resource Protection Area. The affected property is located to the west of
North Main Street, to the north of West Constance Road, running parallel to (the former) Johnson
