3. Preliminary Subdivision Plat:
A. PRELIMINARY SUBDIVISION PLAT PS01-13, Hampton Roads Crossing Parcel 3-C,
submitted by John H. Peterson, III, Terry-Peterson Investment Thirty, L.L.C, applicant and
property owner, to create two (2) commercial parcels of land in the Hampton Roads Crossing
development. The affected property is located on College Drive and University Boulevard and is
further identified as Zoning Map 13G, Parcel C, Nansemond Voting Borough, zoned MUD, Mixed
Use Development.
4. Public Hearings:
A. CONDITIONAL USE PERMIT C02-13, submitted by Michael Helvistine, applicant and
property owner, to permit a contractors and trade shop (outdoor storage and operations, including
heavy vehicles/equipment) less than 10,000 square feet in area, in accordance with Section 31-306
and 31-406 of the Unified Development Ordinance. The affected property is located at 5151
Carolina Road and is further identified as Zoning Map 79, Parcel 20*1, Whaleyville Voting
Borough, zoned A, Agricultural Zoning District.
B. CONDITIONAL USE PERMIT REQUEST C03-13, Suffolk Substation Expansion,
submitted by Elizabeth Harper, applicant, on the behalf of Virginia Electric and Power Company
(Dominion Virginia Power), property owner, to permit the construction of an additional electric
transformer substation, in accordance with Sections 31-306 and 31-406 of the Unified
Development Ordinance. The affected property located at 891 Hosier Road and is further
identified as Zoning Map 35, Parcel 13*14*15*15A, Whaleyville Voting Borough, zoned M-2,
General Industrial District.
C. CONDITIONAL USE PERMIT REQUEST C07-13, submitted by Jaimi B. Russell, applicant,
on the behalf of Olzer Brown and Annette Richardson, Trustees of Saint Paul Baptist Church,
property owner, to permit a day care (accessory use to permitted place of worship or school), in
accordance with Sections 31-306, 31-406 and 31-701(b)(16) of the Unified Development

Ordinance. The affected property is located at 806 Lincoln Avenue and is further identified as
Zoning Map 34A Parcel 61*62*63 and Zoning Map 34B Parcels 4*5 and 6, Suffolk Voting
Borough, zoned RC, Residential Compact District.
D. EXCEPTION REQUEST EX01-13, submitted by Robin Williams of Nansemond Lawn and
Garden, applicant, on behalf of Keith and Margaret F. Horton, property owners, to permit an
accessory structure (patio) within the 100-foot Resource Protection Area buffer. The affected
property is located at 5064 Bay Circle and is further identified as Zoning Map 7A Block A Parcel
8, Nansemond Voting Borough, zoned RLM, Residential Low Medium Zoning District.
