Bicycle and Pedestrian Advisory Committee Meeting
May 19th
Zoom meeting 9:00 a.m.
Attendees:
Members: John Mott, , Sandy O’Keefe, Mike
Peebles, John Thurmes, Gene Brislin (joined late), Vincent Thurman
Absent: Ned Shows
Visitors: Bonnie Miley, Town of Summerville, AJ Anastopoulo Traffic engineer
Call to Order: Chairman Mike Peebles 9:07am
I. Public Comment
none
II. Acceptance of Minutes: Minutes from the January March 17th 2021 meeting were not posted on the
website prior to meeting
III. New Business: Meeting with the Mayor- Gene and Mike met with Mayor Waring and he is
supportive of the general direction of the committee, happy with mitigation with regards to BGM phase
3 of the sawmill branch trail plans to be re-established.
Will not be receptive to anything that will slow down the construction of the project
BPAC will provide a comprehensive plan for general guidance and present an annual report
Mike recommends that BWS assists in helping apply for future grants in the town for biking facilities,
bike racks, repair stations etc. People for bikes community grant program (does not fund signs and
parking)
Bike Walk Summerville- Sandy discussed the overview of the group what BWS mission is, how many
people are members of our facegroup page, master plan for the sawmill branch trail enhancements for
the trail systems.
John Mott presented information on AmericanTrails.org website for committee use as a resource
Covid 19 relief funding from fed government available to counties, towns can it be used for
bike-ped infrastructure?
Bonnie discussed BPAC, Sville DREAM, BWS any other charters in town to get on similar pages to
help facilitate efforts.
Gene discussed the Mayor wanting to focus on fitness events in town, make Summerville a recreation/
fitness HUB.
Sandy- Speedweek, criterium race director reached out to different communities in lowcountry
to host a criterium race in august. Sandy, BWS, Dream are all talking to the race director to see if it’s a
viable option for 2021 BPAC committee would like to get behind the event and see if its something we
could get town approval for.
Gene discussed getting students involved in surveys, contacted schools, the HS engineering teacher
wants to be involved. Sville Parks and rec hired intern for summer to gather data for trails.
Bonnie discussed the process for new sidewalks
Identify, scope, survery, proposals, utilities, prelim design, bid, contractor, construction
IV. Old Business:
Priority list- needs updating
Alternative route for trail during BMG phase 3 construction- mike will have a document with
alternatives for next meeting
John M- Will send committee the comment doc he made for the BGM phase 3 public meeting of
trail alternatives.
Gene- motion for mike to make a mitigation list of alternatives for sawmill branch trail that focuses on
town priotrities
John 2nd motion – no discussion- all aye- motion passed
Mike made mention that after BGM ph 3 project is permitted and over there will be more flexibility
with trail locations in wetlands near canal.
Gene- motion to update the 2010 bike plan with the towns vision plan
Vincent 2nd – no discussion- all aye- motion passed
Gene- motion that he will coordinate the intern work with towns park and rec and GIS dept to update
the towns GIS data for trail and parks
John 2nd – no discussion- all aye motion passed
