Bicycle and Pedestrian Advisory Committee Meeting November 17, 2021 In person 9:00am Attendees: Chairman: Gene Brislin Members: John Mott, Sandy O’Keefe, John Thurmes, Ned Shows Absent: Vincent Visitors/ public comment: Eric Epstein, Angelo Anastopoulo, Ro and Michael Christen Call to Order: Vice Chairman, Gene Brislin 9:07am I. Acceptance of Minutes: Minutes from the revised sept 15th John approved, Gene second II. Agenda Items: Towns Vision Plan from 2010- Gene Breslin a. BPAC will create a report to present to town council to include the past priority list and expand on a plan for vision and objectives. b. Vision 1. Bicycle and pedestrian as equally important of a mode of transportation as vehicles. 2. Attendance lines schools to make them more bike and walk friendly for children 3. Provide safer infrastructure for connectivity (crosswalks, sidewalks, multiuse paths) 4. Be able to travel safely from any point in Summerville to any point un Summerville by bicycle or on foot. 5. Encourage and invite the community to choose bicycle and pedestrian travel 6. Increase quality of life c. Objectives Metrics 1. Reduce annual motor/ bicycle collisions by 50% 2. Establish target areas to focus 3. Provide bike racks, pump stations in desired areas 4. Increase sidewalk network by 10% annual 5. Create sidewalks 2 mile radius from schools attendance lines, neighborhoods within a 2 mile radius from schools 6. Increase trail network, bike lanes, multiuse paths, sidewalks 7. $100-$200k annual in safety improvements 8. Recurring funding mechanism for paying for the above items. John Mott- % of hospitality, transportation taxes? III. Visitor: Kevin Turner SCDOT a. Kevin discussed the alternate route for trail usage during the Berlin G Myers project. 1. Reminded us that he has zero authority over the army corp of engineers 2. They are seeking a way to maintain the trail during the project 3. Keep trail to luden- pedestrian bridge 4. Possible temporary trail on south side IV. Downtown Development a. Discussions on expanding Hutchinson square creating more King Street style with larger area for retail b. Possible pedestrian bridge over tracks by icehouse/ maple street connecting to doty V. Public comments a. Eric Epstein, discussed the inventory of sidewalks that need improvements or new sidewalks with the mayor and council. He would like to present his research to our committee so we can use this in presentation with the mayor and town council. They are looking for the BPAC committee to present hem with a road map of connectivity. February is the deadline for recommendations. Erics research cross corelates the vision we have discussed.
